Hiring a Community Service Officer-Joe Theis CITY OF SHAKOPEE Memorandum CONSENT TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrato Si SUBJECT: Authorization to Hire Community Service Officer - Joe Theis DATE: April 14, 2011 INTRODUCTION: The Police Department is requesting Council approval to hire Joe Theis as a full -time, probationary Community Service Officer (CSO). BACKGROUND: The Police Department's 2011 operating budget includes funding for 3 full -time Community Service Officers. However, with the recent resignation of Crystal Marks, the Department currently has just one full -time CSO. The Police Civil Service Commission recently conducted the necessary testing that created the Community Service Officer eligible register dated April 12, 2011. The following names are the top three candidates listed, in alphabetical order, currently on the eligible register established by the Police Civil Service Commission: Rachel Burns Peter Eshenaur Joseph Theis RECOMMENDATION: Staff recommends that Joe Theis be hired at Step E of Grade Level 2 of the City's 2011 Non - Union Pay Plan ($16.14 per hour). Mr. Theis has previously worked for the Department as a seasonal Community Service Officer and is also a paid -on -call firefighter for the City. Therefore, he has previously completed the necessary pre - employment screenings. RELATIONSHIP TO GOALS: This item relates to Goal E: Deliver effective and efficient public services by a staff of well - trained, caring and professional employees. ACTION REQUESTED: If the Council concurs, they should, by motion, authorize the hiring of Joseph Theis as a probationary Community Service Officer at Step E of Grade Level 2 of the City's 2011 Non - Union Pay Plan, effective April 25, 2011.
