Out of State Conference-City AdministratorTO: FROM: SUBJECT: DATE: CITY OF SHAKOPEE Memorandum Mayor and City Council Mark McNeill, City Administrator Out of State Conference -City Administrator April 5, 2011 Comment: Introduction: The City Council is asked to approve the City Administrator attending the International City Management Association (ICMA) national conference, which will be held in Milwaukee, Wisconsin, from Sept. 17 -21, 2011. Background: I am asking permission to attend the ICMA National Conference, which will be held this year in Milwaukee. In 2011 -12, I will be the President of the Minnesota City County Management Association (which will require some additional conference duties), and I have been on this year's conference planning committee. Budget Impact: This expense was anticipated in the 2011 budget, and $1600 is allocated for that purpose. The conference planning committee has worked to make this a relatively affordable conference, and other cost cutting measures (such as Minnesota city administrators chartering a bus to travel) will help to keep the costs down. I would note that according to my employment agreement with the City, I have the ability to attend one national conference per year. However, because of budget concerns, I have gone only once - 2007 - -since the Twin Cities hosted the ICMA conference in 2005. Relationship to Visioning: This supports Goal E— "Deliver effective and efficient services by a staff of well trained, caring, and professional employees." Action Required: For the Council to approve the request, it should, by motion, authorize City Administrator Mark McNeill to attend the ICMA conference in Milwaukee, Wisconsin in September.
