SUBJECT: Safety Upgrade at Aquatic Park
Introduction
The Council is asked to authorize the expenditure of $7,353 from the City's fund balance to pay for the
installation of a second hatch door for the underground vault at the Aquatic Park.
Background
The mechanical systems for SandVenture Aquatic Park include an underground vault that City
employees must enter twice a year — once in late spring to prepare for the pool's opening and once in
the early fall when the pool is being shut down for the winter. The underground vault is an "L" shape —
so an employee climbs down into the vault, takes a few steps and then turns a corner— putting him out
of view of co- workers up on the pool deck. This is what is known as a "confined space" situation under
OSHA regulations. The vault, its existing access hatch and the process followed by employees has been
reviewed several times by the City's safety consultant and he has strongly recommended that the City
improve the safety of this task by installing a second hatch at the other end of the "L" shaped vault.
As the vault and its access hatch are currently set -up, if anything were to happen to the employee once
he turns the corner, we would be unable to extract him. Space inside the vault is very limited, and it
would only further endanger City employees to try to send someone in to rescue the first employee.
The installation of a second hatch door on the other end of the vault would allow us to maintain visual
contact with the employee working in the vault and greatly increase our ability to extract that employee
safely in case of an emergency.
Over the winter, Recreation Supervisor Sarah Foley has worked with the company that installed the
vault to obtain the attached quote for a second hatch. Council is asked to authorize the project now so
that the work can be completed prior to starting up the pool for the summer season.
Budget Impact
The cost of this project will be $7,353. This is an unbudgeted expense. It can be paid for out of the
adopted operating budget for Aquatics initially, however, this may cause that budget to be overspent by
the end of year. If that occurs, staff will return at that time seeking a budget amendment to transfer
funds from the Citv's fund balance to the Aquatics budget. , but it is also a safety issue and a one time
Recommendation
Staff recommends that the City proceed with the installation of a second access hatch to the vault at
SandVenture Aquatic Park.
Requested Action
If the Council concurs, it should offer a motion to authorize the installation of a second hatch door to
the underground vault at SandVenture Aquatic Park by Signature Aquatics, at a cost not to exceed
$7500, to be paid for from the City's General Fund fund balance.

Install new hatch on the surge tank at the outdoor city
pool.
-Hatch to be 36" x 36" and will be fabricated from
aluminum
-Two stainless steel angle supports will be install in the
ceiling to support the top of the surge tank due to the size
of the hole
- Includes removal of the concrete and installation of the
new hatch
-Price does not include any ladders
- Slurry from cutting the concrete to be disposed of on site
- Design has been reviewed by a structural engineer. The
fees are included in the price of the proposal. If the
proposal is not excepted the city will be billed for any
billable hours from the structural engineer.
This estimate is good for 30 days.
Excludes all permits, fees and taxes.
Excludes electrical, gas and venting.
Proposals exceeding $10,000 require a 25% payment with signed proposal.
Balance is net 30 days.
