Memorandum of Understanding with Public Works UnionTO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administratorj" DATE: March 28, 2011 SUBJECT: Memorandum of Understanding with Public Works Union Introduction The Council is asked to authorize the appropriate individuals to sign the attached Memorandum of Understanding with the Teamsters Local 320, representing employees in the Public Works Department. Background The established labor agreement with the Public Works union includes language on how overtime opportunities are to be distributed amongst union members. The attached Memorandum of Understanding was drafted to help ensure that the City's practice of calling -in employees from the division under which the work falls will not draw a grievance from the union. For example, when there is an issue in one of the City's parks that needs to be addressed, it has been the City's practice to call -in the Parks Division employee who is lowest on the overtime list, even if there is a Street or Fleet Division employee who is lower on the overtime list. This is a longstanding approach that both employees and management support. Budget Impact There is no budget impact to this item. Relationship to Vision This is a housekeeping item (F).
