No. 7091CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Consider Approving Plans and Ordering Advertisement for Bids for the 2011 Street Reconstruction, Project No. 2011 -1 DATE: April 5, 2011 INTRODUCTION: BACKGROUND: c Attached is Resolution No. 7091, which approves the plans and specifications and authorizes staff to advertise for bids for the 2011 Street Reconstruction, Project No. 2011 -1. On January 18, 2011, Council adopted Resolution No. 7078, a resolution receiving a report and calling for a public hearing on the 2011 Street Reconstruction Project. On February 15, 2011, a public hearing was held and at that meeting, City Council did adopt Resolution No. 7083, a resolution ordering the improvements and the preparation of plans and specifications for this project. Layout plan drawings are attached for the entire project area. Staff has completed the plans for the 2011 Street Reconstruction Project and would request that City Council approve the plans and authorize advertisement for bids, with the intent to have the bids be considered at the May 3, 2011 Council meeting for the work to be done yet this summer. Due to Chapter 429 requirements, the City must advertise the project for 21 days. At the public hearing, the following issues were discussed : narrowing the proposed boulevard width along 6 Avenue, adding a sidewalk on the north side of lom Avenue and looking at the costs associated with burying the overhead electric. On the sidewalk issue, the original design was to have a 10.5 -foot boulevard with consideration for an 8 -foot boulevard. Staff has staked the edge of sidewalk and has determined a 7.5 -foot boulevard will provide adequate space for snow storage and provides sufficient space for the residents to park a car in their driveway and not on the sidewalk. "Sr 'T A sidewalk was not added to the north side of 10 Avenue due to the need to obtain additional easements, the need to remove additional trees and future maintenance cost concerns. Scott County has requested a sidewalk connection be added on the north side of 10 Avenue, from C.R. 69 to the first driveway of Riverplace of Shakopee CIC. This sidewalk is mostly within County right -of -way and would be paid out of County Tumback Funds with the State. Shakopee Public Utilities has provided a cost to underground the existing overhead electric of $500.00 /lot for the main line and the eight affected would also have to underground their individual service at their cost. A meeting will need to be held with those residents to determine their interest in undergrounding. A drawing is attached showing the eight properties affected and overhead power lines. ALTERNATIVES: 1. Adopt Resolution No. 7091, A Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for the 2011 Street Reconstruction, Project No. 2011 -1. 2. Deny Resolution No. 7091. 3. Table for additional information. Assistant City Engineer ENGR/2011- PROJECT/ 2011- STREET - RECONSTRUCTION /WORDA EM7091 /APPROVJNG -PLANS -ORDER -BIDS fir WHEREAS, pursuant to Resolution No. 7083 adopted by City Council on February 15, 2011, Bruce Loney, Public Works Director has prepared plans and specifications for improvements for the 2011 Street Reconstruction Project, which includes Jefferson Street, 6 Avenue to 10 Avenue; Madison Street, 6 Avenue to 10 Avenue; Monroe Street, 6 Avenue to 10 Avenue; Jackson Street, 6 Avenue to 10 Avenue; VanBuren Street, 6 Avenue to 10 Avenue; Tyler Street, 10 Avenue to 11 Avenue; 6 Avenue, Webster Street to 10 Avenue; 10 Avenue, 6 Avenue to CSAH 69; and Shakopee Avenue, Madison Street to East of Jefferson by the installation of sanitary sewer, watermain, storm sewer, street reconstruction, aggregate base, bituminous paving, curb & gutter, concrete sidewalk and any appurtenant work, and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications.
