INTRODUCTION:
The Council is asked to hold a public hearing to consider the submittal of an outdoor recreation
grant application to construct a picnic /warming facility within the Greenfield East /Park
Meadows Park.
BACKGROUND AND DISCUSSION:
On March 1, 2011 the City Council offered Resolution No. 7069, A Resolution of the City of
Shakopee, Minnesota Authorizing the City to Submit an Outdoor Recreation Grant Program
Application for the Construction of a Picnic /Warming Facility within Greenfield East /Park
Meadows Park. The grant application is due March 31 and a requirement of the grant
application it to hold a public hearing on the grant item requested.
Also on March 1, 2011 the City Council set the required public hearing date for March 15, 2011
at 7:OOpm. Staff will be presenting the picnic /warming facility concept. Items that will be
covered include; construction, location and use. The March 1, 2011 council memo is attached.
RELATIONSHIP TO VISIONING:
This supports Goal A, "Keep Shakopee a safe and healthy community, where residents can
pursue active and quality lifestyles."
ACTION REQUIRED:
If the Council concurs, open the public hearing to consider the submittal of an outdoor
recreation grant application to construct a picnic /warming facility within the Greenfield
East /Park Meadows Park.

INTRODUCTION
City Council is asked to adopt Resolution No. 7069, A Resolution of the City of Shakopee,
Minnesota Authorizing the City to Submit an Outdoor Recreation Grant Program Application for the
Construction of a Picnic /Warming Facilities within Greenfield East /Park Meadows Park.
BACKGROUND
The City will be constructing the Greenfield East /Park Meadows Park in the summer of 2011.
The bathroom /warming facility construction is not part of the overall park construction
currently planned. The building was planned to be built in conjunction with a building for
Westminster Park or as additional funding became available. Low construction bids may allow
funding for one facility.
DISCUSSION
The Minnesota Department of Natural Resources has established an Outdoor Recreation Grant
to increase and enhance outdoor recreation facilities in local and community parks throughout
the state. Picnic shelters, bathroom facilities and warming houses fall under the eligible
recreation facilities list. Application to this grant will assist the City construct the much needed
bathroom /warming facility in our newest park. The attached resolution is required in order to
submit an application for the Outdoor Recreation Grant. In addition, the grant requires that the
City hold a public hearing for the project prior to grant submittal.
BUDGET IMPACT
The total cost of adding a park shelter /warming facilities is approximately $200,000. The
maximum level of funding from the grant is 50% of the total eligible project costs. Staff is
recommending that the City's 50% match to the grant include in kind services and funding from
the Park Reserve Fund. Funding in the amount of $675,000 was allocated to the Park Reserve
Fund in 2010 for the construction of Riverside Fields /Riverside Bluffs Park. A concept plan and
installation of a playground will be completed in 2011 however the remaining park construction
will not take place until the entire park parcel is acquired or the City determines the park to be
smaller in size. Utilizing these funds for the 50% match would leave approximately $475,000
remaining in the Park Reserve Fund for the construction of the Riverside Fields /Riverside Bluffs
Park.

REQUESTED ACTION
If City Council concurs, it should, by motion adopt Resolution No. 7069, A Resolution of the City
of Shakopee, Minnesota Authorizing the City to Submit an Outdoor Recreation Grant Program
Application for the Construction of a Picnic /Warming Facilities within Greenfield East /Park
Meadows Park and set a public hearing for March 15, 2011 at 7:00 p.m., or thereafter, to
consider the construction of a park shelter /warming house at the Greenfield East /Park
Meadows Park.
RESOLUTION NO. 7069
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA AUTHORIZING THE CITY TO SUBMIT AN
OUTDOOR RECREATION GRANT PROGRAM APPLICATION FOR THE CONSTRUCTION OF A
PICNIC /WARMING FACILITIES WITHIN GREENFIELD EAST /PARK MEADOWS PARK.
WHEREAS, the City of Shakopee is building an active use park that will be used all year by
residents of Shakopee; and,
WHEREAS, such a project will help improve the quality of life in the southwest metropolitan
area by providing an opportunity to be active year round; and,
WHEREAS, the City is seeking funding assistance to fulfill the vision set forth in these
projects.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City of Shakopee (The City) will act as legal sponsor for the project contained
in the Outdoor Recreation Grant Program Application to be submitted on March 31, 2011 and that
appropriate City staff are hereby authorized to apply to the Department of Natural Resources for
funding of a picnic shelter /warming house for Greenfield East /Park Meadows Park on behalf of the
City.
BE IT FURTHER RESOLVED that the City has the legal authority to apply for financial
assistance, and financial capability to meet the match requirement and ensure adequate
construction, operation, maintenance and replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED that the City has not incurred any development costs described
on Item 5b.
BE IT FURTHER RESOLVED that upon approval of its application by the state, the City may
enter into an agreement with the State of Minnesota for the above - referenced project, and that the
City certifies that it will comply with all applicable laws and regulations as stated in the grant
agreement including dedicating the park property for outdoor recreation uses into perpetuity.
NOW, THEREFORE BE IT RESOLVED that appropriate city officials are hereby authorized to
execute such agreements as are necessary to implement the project on behalf of the applicant
following final approval from City Council.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota, held this 1 Day of March, 2011.
