INTRODUCTION:
Attached for Council consideration is Resolution No. 7084, which would make appointments to
expiring terms on various boards and commissions.
BACKGROUND:
Various terms on boards and commissions expire February 28, 2011, or until their successors are
appointed and qualified. On February 1st, City Council made nominations to the boards and
commissions, following the publication of the openings and receipt of applications, pursuant to
Council policy. Additional applications were received after the February 1 nominations were
made and those applicants who are being recommended for appointment will need to be
nominated prior to appointment: Mark Yost, Shakopee Public Utilities Commission and Derek
Cheek, Historic Preservation Advisory Commission.
On February 16 and 17th an interview panel consisting of Councilors Punt and Lehman and a
representative from the boards and commissions interviewed a total of 22 applicants. The
interview panel is recommending Terry Joos to the Shakopee Public Utilities Commission.
According to City Council policy, a resident may serve on only one board or commission that
meets monthly. Mr. Joos desires to serve on the Shakopee Public Utilities Commission, and if
appointed will resign from the Economic Development Advisory Committee. (Appointments to
the EDAC will take place at the Economic Development Authority meeting on March 15, 2011.)
After reviewing the qualifications, the interview committee is making the following
recommendations:

DETERMINING SUCCESSFUL CANDIDATES:
A] According to Resolution No. 2206, if there is more than one person nominated for an
opening, the City Clerk shall distribute paper upon which each Council member shall write his
preference for the appointment to the opening and sign their name. Then the Mayor shall open
the paper ballots and announce how the votes were cast. If the person receiving the most votes
does not have a majority vote of the Council members present, then there shall be a second paper
vote between the top two candidates. If the vote is a tie between the top two candidates, there
shall then be an additional paper vote between the top two candidates. After a candidate has
received a majority vote on a paper ballot, the Mayor shall announce his or her name and the fact
that he or she has a majority vote. All ballots shall be turned over to the City Clerk for proper
filing.
After it has been determined who the candidates are that have received the majority vote, their
names should be inserted into Resolution No. 7084.
To expedite the process, in the past City Council members have filled out the ballot ahead of
time and given it to the City Clerk just before the meeting. Votes are tallied with the first results
presented to Council members when the matter comes up on the agenda. If additional voting is
necessary it would take place at that time. Council may wish to follow this procedure to expedite
the process. (BALLOT ATTACHED)
B] In the alternative to the ballot procedure described above, City Council could concur with
the recommendations of the interview panel and adopt Resolution No. 7084 incorporating the
recommendations. (City Council has adopted the resolution under the consent business the past
few years.)
VISIONING RELATIONSHIP:
Goal F: This is an annual routine appointment process.
RECOMMENDED ACTION:
1. Nominate Mark Yost to serve on the Shakopee Public Utilities Commission and Derek
Check to serve on the Historic Preservation Advisory Commission.
2. (if determining appointees by voting):
a. Complete 1st ballot
b. Conduct additional ballots as needed.
c. Insert the names of the top vote getters into Resolution No. 7084.
d. Adopt Resolution No. 7084.
3. (if concurring with recommendations of the interview panel):
Concur with the recommendations of the interview panel and offer Resolution No. 7084, A
Resolution Appointing Individuals to Various Boards and Commissions, and move its adoption.

A RESOLUTION APPOINTING INDIVIDUALS TO
VARIOUS BOARDS AND COMMISSIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the following appointments are hereby made:
1. Steve Mangan and Mark McQuillan are appointed to the Planning CommissionBOAA for
four year terms expiring February 28, 2015.
2. Joe Collins is appointed to the Planning CommissionBOAA to fill the unexpired term of
Mike Baumgartner, expiring February 28, 2012.
3. Sonja Bercich, Mark Hill and Martin Thurber are appointed to the Park and Recreation
Advisory Board for three year terms expiring February 28, 2014.
4. Terry Joos and Mark Yost are appointed to the Shakopee Public Utilities Commission for
three year terms expiring March 31, 2014.
5. Carol Schultz is appointed to the Police Civil Service Commission for a three year term
expiring February 28, 2014.
6. Carla Shutrop is appointed to the Environmental Advisory Committee for a three year term
expiring February 28, 2014.
7. Luke Williams is appointed to the Environmental Advisory Committee to fill the unexpired
term of Jeff Nelson, expiring February 28, 2012.
8. Patricia Ploumen, and Don Wagner are appointed to the Historic Preservation Advisory
Commission for three year terms expiring February 28, 2014.
9. Derek Check is appointed to the Historic Preservation Advisory Commission to fill a
vacancy for an unexpired term until February 28, 2013.
10. Jeremy Casper is appointed to the Transit Commission for a three year term expiring
February 28, 2014.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota, held this 1st day of March, 2011.
