Consider Special Lighting District and Undergrounding of Existing Power Lines on CR 101 from Sommerville Street to the Mill Pond BridgeTO: FROM: SUBJECT: INTRODUCTION: BACKGROUND: CITY OF SHAKOPEE Memorandum Mayor & City Council Mark McNeill, City Administrator Bruce Loney, Public Works Director Consider Approval of Request for Special Lighting District and Undergrounding of Power Lines on C.R. 101, from Sommerville Street to the Mill Pond Bridge DATE: February 15, 2011 Per the adopted Street Lighting Policy, a Special Lighting District needs to be established and approved by the City Council and Shakopee Public Utilities Commission (SPUC). This agenda item is to approve a Special Lighting District and request that the Utilities Commission do the same. Also, the City must order the undergrounding of existing overhead power lines or allow to remain overhead on the C.R. 101 corridor. The City has approved a preliminary layout for the C.R. 101, from Fillmore Street to Marschall Road. The plans are being finalized and these plans include a new street lighting system, from Sommerville Street to the Mill Pond Bridge. In order to receive SPUC's donation of power and minor maintenance of street lights, a Special Lighting District needs to be approved by the City and a request sent to SPUC for their approval. The reason for the Special Lighting District designation is that the lights proposed are not the standard pole or fixture as per the adopted Street Lighting Policy. Staff would recommend approval of a motion to establish a Special Lighting District and include the lights on the bridge. In addition, the C.R. 101 corridor has included power lines that need to be relocated for the construction project. Per Subd. 24D of the City's Right -of -Way Ordinance, the City may require a permanent relocation of a facility and this relocate can be underground or remain overhead at the City's discretion. Attached to this memo is the memo from Joe Adams, SPUC's Planning & Engineering Director, on the overhead facilities relocation. From Mr. Adam's memo, which was presented to the SPUC on February 7, 2011, it indentifies the area of relocation and costs to be underground or remain overhead. Staff had indicated to SPUC's staff earlier that existing overhead lines should go underground for this corridor, from Naumkeag Street to the Mill Pond Bridge. A motion from Council would then allow SPUC to use Relocate Underground Charge Funds. Also, the City will need to underground a pad transformer for the underground street lighting system at a cost of $2,000.00. This cost could be included as part of the lighting system and paid with turnback funds or it would be a City cost. Finally, the overhead primary crossing of C.R. 101 at Naumkeag Street does not meet the requirements for undergrounding by the utility. The cost for undergrounding to the City would be $7,000.00 and staff believes this would be acceptable in order to clear the corridor of any overhead power lines. In summary, the City Council would need to do the following: • Approve a Special Lighting District • Order the existing overhead power lines to go underground. • Pay for a new underground pad mount transformer at an estimated cost of $2,000.00 (may be a project cost). • Agree to pay $7,000.00 for undegrounding the Naumkeag Street primary overhead over C.R. 101. ALTERNATIVES: 1. Approve a motion establishing a Special Lighting District on C.R. 101, from Somerville Street to the Mill Pond Bridge and including the lights on this bridge. 2. Do not approve a Special Lighting District. 3. Approve a motion determining the existing overhead lines meeting the relocation requirements of 7.17, Sub. 24 of the City Code shall be placed underground upon relocation on the C.R. 101 corridor, from Sommerville Street to the Mill Pond Bridge. 4. Approve a motion allowing the existing overhead lines to remain overhead upon relocation. 5. Approve a motion to pay for a new underground pad mount transformer for the new street lighting system at an estimated cost of $2,000.00 and out of the Capital Improvement Fund. 6. Approve a motion to pay for the Naumkeag Street primary overhead line to go underground on C.R. 101 at an estimated cost of $7,000.00 and out of the Capital Improvement Fund. 7. Do not underground Naumkeag Street's primary overhead line across C.R. 101. 8. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.'s 1, 3, 5 and 6 in order to obtain SPUC's services for street lighting and to underground existing power lines in the C.R. 101 corridor. ACTION REQUESTED: 1. Approve a motion establishing a Special Lighting District on C.R. 101, from Somerville Street to the Mill Pond Bridge and including the lights on this bridge. 2. Adams, Planning & Engineering Director SUBJECT: CSAH 101 Overhead Facilities Relocation DATE: February 3, 2011 ISSUE Scott County is re- constructing CSAH 101 from CR17/Marschall Road to Fillmore Street during 2011. The improvements consist of constructing a five lane urban section with replacement sanitary sewer, water main, storm sewer, curb, gutter, street lighting and sidewalks on both sides of the centerline. The improvements also include installation of replacement street lighting and a sidewalk (on the south side) along CSAH 101 east of CR 17/Marschall Road to the new bridge. These improvements to this section of the CSAH 101 corridor will require the relocation/removal of various utility lines, power poles, street light poles and security lighting for the Shakopee Chevrolet and Apple Ford properties. BACKGROUND There are existing overhead power lines along CSAH 101 between the new bridge near Dangerfie]d's and Naumkeg Street that are a combination of what was originally a 4.16 kV primary, secondary voltage and pilot wire street light wiring. There are also overhead three phase 12.47 kV primary crossings of CSAH 101 at Naumkeg Street and Minnesota Street. At present, the existing overhead three -phase primary line between the new bridge and Naumkeg Street is de- energized and not in use. There is a transformer at the west end of the bridge that provides secondary service to two customers; the Taco Loco II restaurant and a residential property next to the Apple Ford property along with the security lighting for the Apple Ford property. And there is a transformer at Naumkeg Street that provides secondary service to the security lighting for Shakopee Chevrolet and the traffic signals located at the intersection of CSAH 101 and CR 17/Marschall Road. The existing street lighting system is energized from multiple feeds via the downtown lighting pilot wire group control circuit. A new single point of service will be established for the replacement street lighting system. This feed point will be located at the southeast comer of CSAH 101 and CR 17/Marschall Road. The overhead line crossing at Naumkeg Street is a portion of feeder circuit SH -10 that originates from the Shakopee substation on the west end of downtown by Rahr Malting. Circuit SH -10 extends all of 9e the way past the Utilities Service Center along Sarazin Street and east along 4 Avenue to Shenandoah Boulevard where it is tied to circuit DL -55 from the Dean Lake substation. Circuit SH -10 provides bulk power distribution along its entire length. The overhead crossing at Minnesota Street is an unused tie between circuits SH -8 and SH -10 that is not necessary to maintain in staff's opinion. Per the terms of the City of Shakopee's Right of Way Management Ordinance, the Council may order power lines (over 300 feet in length) that have to be relocated due to a public improvement project placed underground, pending notification of the cost difference between relocating the lines overhead and underground. DISCUSSION Staff has reviewed the construction plans for the right of way improvements and has determined: 1) The overhead primary line from the bridge to Naumkeg Street may be removed since it is not in use now, hasn't been for some time, and will not be needed in the foreseeable future. The estimated cost for the removal of primary wires and power poles is $8,000. The cost for the removal and retirement of the overhead primary facilities would be absorbed as an operating expense. 2) To maintain the present security light services new wood poles could be installed outside the right of way onto private property (to accommodate the sidewalk) for the Apple Ford and Shakopee Chevrolet properties. We estimate the cost to do so and re -feed the security lights at $14,800 for the Apple Ford property and $12,900 for Shakopee Chevrolet. An alternative to maintaining the security lighting services is to discontinue it and for those property owners to provide their own private parking lot lighting fed from behind their electric meter. Staff understands the project engineer is discussing that alternative with both Apple Ford and Shakopee Chevrolet. The cost of re- feeding the security lights from the utilities' system should be recovered up front, as the present rates charged for the security lighting do not account for such an expense. If no party is willing to fund that cost, the security lighting service should be discontinued in staff's opinion. 3) Relocating the secondary service to the Taco Loco II site and the residence near the bridge could be done overhead for an estimated cost of $14,500 or underground at the estimated cost of $32,700, a difference of approximately $18,200. The funding source for the relocation of the secondary service facilities would be from electric revenues via standard rates for the first $14,500 and via the Relocation Underground Charge fund for any excess due to placing the facilities underground if so ordered by the Council. This is in accordance with the Commission's relocation policy adopted in Resolution #742 Resolution Establishing a Relocation Underground Charge dated November 3, 2003. 4) Assuming the Council orders the facilities between the bridge and Naumkeg Street underground, SPU will also have to install a replacement feed for the service to the traffic signals. This will require a new underground single phase cable loop and transformer to be installed, with the transformer located at the southeast corner of CSAH 101 and CR 17/Marschall Road. The estimated cost for this installation is $10,000 and adds to the $3 2,700 cost of undergrounding facilities in paragraph 3. The funding source for the relocation of this service would be 100% the Relocation Underground Charge fund due to placing the facilities in the project area underground if so ordered by the Council. This is in accordance with the Commission's relocation policy adopted in Resolution #742 Resolution Establishing a Relocation Underground Charge dated November 3, 2003. 5) At the request of Scott County and the City, the new underground street lighting system will be fed from a new underground pad mount transformer (energized by the cable loop described in paragraph 4) also to be located at the southeast corner of the intersection of CSAH 101 and CR 17/Marschall Road at an estimated cost of $2,000. The funding for the service to the new street lighting system will be billed out to the responsible party, either Scott County or the City, as a project cost. 6) The overhead primary crossing of CSAH 101 at Naumkeg Street can be relocated overhead at an estimated cost of $13,400 or underground at the estimated cost of $20,400, a difference of approximately $7,000. The length of the circuit that requires relocation is less than 300 feet, so per the City's adopted Right of Way Ordinance staff believes it to be exempt. Public Works Director Bruce Loney did request the cost to relocate the crossing underground however, so the Council can consider whether to fund the cost difference as a City project cost. 7) The overhead primary crossing of CSAH 101 at Minnesota Street may be removed since it is not in use now, hasn't been for some time, and will not be needed in the foreseeable future. The estimated cost for the removal of primary wires and power poles is $1,200. The cost for the removal and retirement of the overhead primary facilities would be absorbed as an operating expense. RECOMMENDATION Staff recommends: 1. The Commission accepts the estimated costs to relocate facilities due to the CSAH 101 construction project. 2. The Commission directs staff to forward the estimated costs to the Council to aid the Council in making their determination under the City's Right of Way Management Ordinance whether or not to order the facilities to be relocated underground; and whether or not the City wants in addition to request the overhead crossing at Naumkeg Street to be placed underground with the City funding the additional cost to do so over the cost to relocate the crossing overhead.
