No. 7083TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Public Hearing for the 2011 Street Reconstruction Project, Project No.2011 -1 DATE: February 15, 2011 INTRODUCTION: As per Resolution No. 7078, a resolution receiving a report and calling for a public hearing on the 2011 Street Reconstruction Project, Project No. 2011 -1, a public hearing is scheduled for February 15 This agenda item is to conduct the public hearing for the proposed improvements associated with the 2011 Street Reconstruction Project. This is a Council initiated project that requires a supermajority vote to move forward. BACKGROUND: CITY OF SHAKOPEE Memorandum On August 17, 2010, City Council ordered the preparation of a preliminary engineering report for the 2011 Street Reconstruction Project. The report was completed and accepted by City Council on January 18, 2011. This proposed project includes reconstructing the following streets: • Jefferson Street — 6 Avenue to 10 Avenue • Madison Street — 6 Avenue to 10t Avenue • Monroe Street — 6 Avenue to 10 Avenue • Jackson Street — 6 Avenue to 10 Avenue • VanBuren Street — 6 Avenue to 10 Avenue • Tyler Street — 10 Avenue to 11 Avenue • 6 Avenue — Webster Street to 10 Avenue • 10 Avenue — 6 Avenue to CSAH 69 • Shakopee Avenue — Madison Street to East of Jefferson Street On February 9, 2011, staff conducted an informational meeting for the property owners being affected by the proposed project. Approximately 35 residents attended the meeting. The residents in attendance at the informational meeting had some general questions regarding the design, construction schedule and assessment payments. Some residents in attendance would like to see the sidewalk constructed next to the curb and questioned why the City charges interest. PROJECT COSTS: The total estimated project cost for the 2011 Reconstruction Project is $4,938,450.00. Based on a motion passed at the February 1, 2011 City Council meeting, the project is proposed to be funded as follows: 30% of the street improvements for a residential street ($626,886.53) will be assessed to the benefitting properties. The remaining costs associated with the street improvements will be paid from Capital Improvement Funds ($129,833.47) and State Aid Turnback Funds ($2,200,300.00). Storm sewer improvements ($790,130.00) will be paid from the Storm Sewer Fund. Watermain improvements ($713,900.00) will be funded by Shakopee Public Utilities. Sanitary sewer improvements ($477,400.00) will be paid from the Sanitary Sewer Fund. ALTERNATIVES: 1. Adopt Resolution No. 7083, a resolution ordering the improvement and the preparation of plans and specifications for the 2011 Street Reconstruction, Project No. 2011 -1. 2. Deny Resolution No. 7083. This action will halt the project until such time as the City Council reconsiders the resolution. 3. Table Resolution No. 7083, to allow time for staff to prepare additional information. Assistant City Engineer WHEREAS, Resolution No. 7078 adopted on January 18, 2011, fixed a date for Council hearing on the proposed improvement of the 2011 Street Reconstruction Project and all appurtenant work; and WHEREAS, ten days published notice of the hearing through two weekly publications of the required notice was given and the hearing was held on the 15th day of February, 2011, at which all persons desiring to be heard were given an opportunity to be heard. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. That the improvement is necessary, cost effective and feasible and is ordered as hereinafter described: 2. Bruce Loney, Public Works Director, is hereby designated as the engineer for this improvement. He shall prepare plans and specifications for the making of such improvements. 3. The work of this project is hereby designated as part of the 2011 -1 Public Improvement Program. 4. The City Council shall let the contract for all or part of the improvements as authorized by Minnesota Statutes 429.041, no later than three years from the date of adoption of this resolution. The intersection of 10th Avenue and CSAH 69 will be realigned and turn lanes will be constructed on CSAH 69 to improve intersection safety. 2011 Street Reconstruction Project SHAKOPEE Proposed Street Improvements COMMUNITY PRIDE SINCE 1857 The remaining streets within the project area are considered residential streets and are proposed to be reconstructed to a 7 -ton design at a width of 37 feet, with the exception of Shakopee Avenue east of Jefferson Street, which will be reconstructed to a width of 25 feet. Shakopee Avenue east of Jefferson Street only serves one driveway and an alley. The current street widths vary from 34 feet wide to 45 feet wide. Reducing the street width has the following benefits: ✓ Reduction in storm water runoff therefore eliminating the need for a pond Increased green space - Reduced hard surface • Lower maintenance cost ✓ Reduction in construction cost ✓ Reduced speeds through a residential neighborhood • Allows flexibility to adjust street grades to fix drainage problems ✓ Less impact to existing boulevard trees ✓ A 37 -foot roadway allows for parking on both sides of the street W 2011 Street Reconstruction Project ......
