Market Street Storm Sewer ReplacementTO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Approve of Market Street Storm Sewer Replacement DATE: February 15, 2011 INTRODUCTION: CITY OF SHAKOPEE Memorandum This memo is to confirm the preferred storm sewer replacement route for the Market Street trunk storm sewer from 1 Avenue to the Minnesota River. BACKGROUND: On the January 18, 2011 Council meeting, staff did present additional storm drainage improvements for the C.R. 101 project for Council consideration. The main storm sewer improvement is to replace the Market Street trunk storm sewer, from 1 Avenue to the Minnesota River. At that meeting staff did present two options, the 1 option is to replace the existing pipe on Market Street, from 1 Avenue to the Minnesota River and the 2nd option would be to provide a new storm sewer on Minnesota Street, from 1 Avenue to Bluff Avenue and then a new storm sewer on Bluff Avenue from Minnesota Street to Market Street and then replace the existing storm sewer from Bluff Avenue to the Minnesota River on Market Street. Attached to this memo is an e -mail from Chris Chromy, Project Manager with Bolton & Menk, Inc. on the cost to the City for each option. These costs were determined after discussion with Mn/DOT on what turnback funds would pay for on both options. Option 2, which is the replacement of the Market Street storm sewer from 1 Avenue to the Minnesota River is a lower cost and would involve some rock excavation in an existing trench. The other option called Option 3, is Minnesota Street to Bluff Avenue and then to Market Street to the Minnesota River, would involve new rock excavation on Minnesota Street and Bluff Avenue and would be very near some existing homes on Bluff Avenue. Based on Option 2 being a lower cost and replacing a pipe in an existing rock trench, staff would recommend that Option 2 be the route to include in the C.R. 101 plans. 5,I9I C ALTERNATIVES: 1. Approve a motion to improve the Market Street storm sewer system, from 1St Avenue to the Minnesota River, with local share funding out of the City's Storm Drainage Fund. 2. Approve a motion to replace the Market Street storm sewer with a storm sewer along Minnesota Street, from 1 Avenue to Bluff Avenue and along Bluff Avenue from Minnesota Street to Market Street with local share funding out of the City's Storm Drainage Fund. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. 1, for the reasons previously stated in the memo.
