Subject: Regional Trail Discussion — Scott County
INTRODUCTION
Staff from the Scott County Parks and Trails Department will present preliminary concept
alternatives for the Scott West Regional Trail Master Plan. They are seeking comments
from the City Council.
BACKGROUND
Scott County Parks and Trails Dept has been working with a group of about 40 citizens
to prepare master plans for three regional parks and two regional trails. As part of this,
the Scott West Regional Trail Master Plan is being updated to determine a trail
alignment that connects Murphy - Hanrehan Regional Park, Cleary Lake Regional Park,
Spring Lake Regional Park, and the Minnesota Valley State Trail. Segments of the Scott
West Trail have been completed along County Roads 21, 82, and 79. The updated
master plan will provide more detail on the preferred alignment for the trail through
Shakopee (north of Highway 169) connecting to the Minnesota River.
DISCUSSION
Scott County staff would like to share with the City Council their process to date, and to
get input on the initial concepts identified to connect the regional trail through
Shakopee. Each concept has its own unique opportunities and challenges. Input would
be appreciated on the initial alignment concepts, and whether the trail should provide a
direction connection through downtown or avoid the downtown area.

REQUESTED ACTION
The City Council is asked to provide staff with feedback regarding the Scott West
Regional Trail Master Plan.

Scott County Parks and Trails
Master Plan Concepts Open Houses
In February, four open houses will be held to present concept designs for the long -term development of
two regional parks, two regional trails, and the proposed boundary for a new park reserve. Included
with the concepts will be specifics on land acquisition and development costs, phasing plan, and long-
term operational expectations of the regional parks and trails facilities. The concepts were prepared
through an approach of grass -roots decision making within a framework that considers system -wide and
public policy needs, ensuring the needs and realities of today are balanced with a vision towards future
generations. Concept designs have been developed under the guidance of the Citizen Design Team, a
45- member group of Scott County residents and park users.
Interested residents are encouraged to attend the open houses to review and offer their comments on
the proposed concepts. Input from the open houses will be used to refine the concepts before they are
presented to the County Board for final authorization later this year.

Scott West Trail - Group Discussion:
• Downtown Shakopee is a destination and should somehow be connected with the trail system.
• Parking is a big issue that would need to be addressed if the trail went through the downtown area.
• On -road bike lanes could work, but would take away parking for downtown businesses. Probably not
supportive.
• Where do you cross Hwy 17? Are there any opportunities for underpasses?
Spring Lake Trail - Group Discussion:
• The bluffs area will be very difficult to cross with a trail. Existing roads are very steep for bikers and
walkers.
• Jordan has a new underpass trail connection under Hwy 21.
• Lagoon Park is a great destination /trailhead opportunity within Jordan.
• To provide more gradual declines along the bluffs, the trail may be most appropriate coming into
Jordan from the southeast. Sawmill Road and Naylor Avenue may be opportunities to explore.
• Jordan is looking at potential pedestrian crossings over Hwy 169. These crossings should be
considered along with the regional trail routes.
