13.D.1. Authorize Seeking Bids for Construction of New Fire Station
TO: Mayor and City Council Mark McNeill, City Administrator City of Shakopee MEMORANDUM FROM: Rick Coleman, Fire Chief Kris Wilson, Assistant City Administrator SUBJECT: Authorization to Seek Bids for Construction of New Fire Station DATE: January 28, 2011 Introduction The City Council is asked to authorize the appropriate staff and Oertel Architects to advertise and receive bids for the construction of a new fire station at the southeast corner of Lion's Park. Background At its January 4 meeting, the City Council approved the final design and bid specifications for a proposed new fire station, to replace the current fire station located at the corner of 2 Ave. and Scott St. The new station would be located on land that currently makes up the southeast corner of Lion's Park, with access off of Vierling Drive just east of Adams St. The proposed new station includes 5 single -deep, drive - through bays, a hose tower, shop space and office space. The approved design totals 12,450 square feet, making this station approximately half the size of the headquarters station located at the other end of Vierling Drive. Two images of the proposed station and the building floor plan are attached. Samples of the proposed interior and exterior finishes will be on hand to view Tuesday night. Follow -Up When the City Council considered the final design of the building at its January 4 meeting, there was some question as to the electrical service needed for the building. After double checking all calculations, it has been determined that the building will need a 600 amp, 3- phase, 208 volt electrical service. This is reduced somewhat from the 800 amp being considered a month ago. Secondly, staff has asked Oertel architects to include one additional bid alternate related to the parking lot and driveways. The base bid calls for entirely asphalt driveways and parking lots and an existing bid alternate will provide the price for a split surface — asphalt for the parking areas and some driveway surfaces, but concrete in the areas where the fire trucks will be turning. The additional bid alternate would seek a price for making the entire surface concrete. An all concrete surface would eliminate the need to seal coat and overlay down the road, potentially giving us a lower life -cycle cost for the surface. The various bid alternates will allow us to compare the range of options. Budget The estimated cost of the project is $3,094,000, to be paid for with existing funds and $400,000 from the 2011 tax levy. The bidding climate continues to be favorable right now which should allow the City to build the station for a good price. Additionally, the bid documents include several bid alternates that will allow the Council to consider the costs of specific components and decide whether or not to include them. Timeline / Next Steps If Council authorizes proceeding with the bidding process, the appropriate legal notices will be published and bids would be opened at 10:00 a.m. on Tuesday, February 22. A recommendation to award a contract would be brought forward to the City Council at its March 1 meeting. Construction would begin as soon as weather conditions allow and the building would be occupied sometime in the late fall or early winter of this year.
