Cox, City Clerk SUBJECT: Nominations to Boards and Commissions DATE: January 28, 2011 INTRODUCTION: City Council is asked to make nominations to Boards and Commissions to fill expiring terms. BACKGROUND: Terms on various Boards and Commissions will be expiring on February 28, 2011. According to Council policy, it is appropriate to make nominations to Boards and Commissions at the February 1st City Council meeting. An Interview Committee will then interview the applicants and make recommendations to City Council for appointments at the February 15th meeting. The number of terms that are expiring and the names from applications received to date are attached. Any Councilmember wishing to see the applications is asked to contact the City Clerk's office. Should additional applications be received prior to the City Council meeting on February 1st, an updated list will be placed on the Council table. In order to inform the community that the City Council is seeking applicants for Boards and Commissions, the following actions, as outlined in the Guidelines for Boards and Commissions, were taken: 1] Two ads in the Shakopee Valley News and in the Southwest Saturday 2] Notice on the cable television government channel 3] Notice on City's web site 4] Notices on bulletin boards: City, County, SPUC, Community Center, and Library 5] Letter to chairs of local organizations 6] Letter to incumbents eligible for reappointment VISIONING RELATIONSHIP: Nominations are made annually. CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Boards and Commissions Nominations - Modification for Telecommunications DATE: February 1, 2011 Comment: Introduction: In the Council packet are the nominations to Boards & Commissions, for the terms expiring Feb. 28 2011. This is item 5 F. 3. The Council is asked to defer action relating to nominations for the Telecommunications Commission. Background: There is currently one vacancy on the Telecommunications Board. Since the change in funding for the Telecommunications function that began last year (which blended the Telecommunications Fund into the General Fund), the scope of the Telecommunications Commission agenda has changed considerably. For example, meetings are now held every other month, rather than monthly, and the focus has been almost exclusively on cable television issues. We are concerned that the changed role of Telecommunications may not meet with the expectations of some of the applicants, and even current members of the commission. We suggest that the future of the Telecommunications Commission be evaluated. Until such time that a recommendation can be made to Council, there is no urgency to appoint a replacement for the existing vacancy. We propose instead that action to fill the position be tabled this time, and that the current applicants be notified that the City will keep their applications on file, until a decision is made about the future of the Commission. If there is action required of the Telecommunications Commission which is needed prior to the Council's decision, the existing four members of the Communication could make that consideration. Recommendation: We recommend that nominations be made for all Boards and Commissions, with the exception of Telecommunications. Action Required: The Council should make nominations for the Boards and Commissions as outlined in Judy Cox's memo of January 28 with the exception of the Telecommunications Commission. / T1/-0-110 Mark McNeill City Administrator
