Dakota County Receiving Center ContractTO: Honorable Mayor and City Council Mark McNeill, City Administrator FROM: Jeff Tate, Chief of Police /Emergency Management Director SUBJECT: Dakota County Receiving Center Contract DATE: February 1, 2011 INTRODUCTION CITY OF SHAKOPEE Police Department Memorandum The Police Department is requesting approval to extend its contractual agreement with the Dakota County Receiving Center for transportation services. BACKGROUND Each county within the state is statutorily mandated to provide detoxification services. The police department currently contracts with Dakota County Receiving Center for these services. The department has enjoyed a good working relationship with Dakota County Receiving Center and wishes to continue using their services. The next closest facilities are in New Ulm and St. Paul. The cost to the City for each transport remains the same at $67. The new contract has a continuous renewal; however, either party can terminate the agreement without cause if they choose. Given the proximity and cost associated with transporting individuals to a detoxification facility, Dakota County Receiving Center remains the most cost- effective and efficient location for the Shakopee Police Department. BUDGET IMPACT The Shakopee Police Department used the services of the Dakota County Receiving Center and was billed for transportation 39 times in 2010. Money has been budgeted and is available to pay for these services. RECOMMENDATION Staff recommends approving the police department's request to enter into a contractual agreement with the Dakota County Receiving Center for transportation services. ACTION REQUESTED If council concurs, they should by motion authorize and appropriate city officials to enter into a contractual agreement with the Dakota County Receiving Center for transportation services to their facility. 2 Dakota County Receiving Center, Inc. Holmes Street, Shakopee, MN 55379 Phone: 952 --233 -9421 Fax: 952- 233 -3811 Provider agrees to provide one -way transportation to or from Detox at 1294 E. 18 St, Hastings, MN and the following Purchaser's locations: 1. 475 Gorman Street, Shakopee, MN 55379 2. Various mid - points between Detox and Purchaser as arranged ad -hoc. CG �xx�R N Sr gy,� t � Purchaser, upon written invoicing by the Provider, agrees to pay sixty -seven ($67.00) for each client transported. Payment shall be made no later than thirty (30) days after billing Invoicing shall be made to Purchaser in a manner similar to that for detox services, plus the referring officer's badge number, if available. Invoicing shall be made to Purchaser at the following address: 1. Same as above or other address: Shakopee Police Department, 475 Gorman Street Shakopee, , MN 55379 Attn: Darlene From time to time, the Provider may receive payment from the detox client's insurance in excess of the daily rate for detox as stated in the Host County Contract. Refund of the transportation fee, up to the amount of the excess collected, will be refunded to the Purchaser by check or credit invoice within thirty (30) days. The term of this agreement shall begin January 1, 2011 and will roll over through the following years, unless major changes need to be made. Changes in fees may be done by adding an addendum. This agreement may be terminated with or without cause by either party giving the other party seven (7) days advance written notice.
