TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: 2011 Street Reconstruction, Project, No. 2011 -1 DATE: January 18, 2011 INTRODUCTION: Attached is Resolution No. 7078, a resolution receiving a report and calling for a hearing on the 2011 Street Reconstruction Project, Project No. 2011 -1. BACKGROUND: CITY OF SHAKOPEE Memorandum On August 17, 2010, the City Council ordered the preparation of a preliminary engineering report to analyze the reconstruction of various streets throughout the City by Resolution No. 7029. This report has been completed and is attached for Council review. The purpose of the report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any improvements that are needed. The report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for February 15, 2011. The approval of Resolution No. 7078 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the February 15, 2011 public hearing on the report to the public and the City Council. ALTERNATIVES: 1. Adopt Resolution No. 7078. This action will receive the report and set the date for the public hearing for February 15, 2011. /3. a 3 2. Deny Resolution No. 7078. This action will halt the project until such time that City Council reconsiders the resolution. 3. Move to receive the report but do not set a date for the public hearing at this time. This action will place the project on hold until such time as the City Council sets a date for the public hearing. 4. Table Resolution No. 7078 to allow time for staff to prepare additional information and/or revise the report as directed by the City Council. The estimated costs for the proposed improvements are $2,648,160.00 for the street improvements, $234,030.00 for the CSAH 69 improvements, $790,560.00 for the storm sewer improvements, $713,900.00 for the watermain improvements, $477,400.00 for the sanitary sewer improvements and $74,400.00 for the sidewalk improvements. The total estimated project cost is $4,938,450.00. SCOPE This report will determine the feasibility and cost effectiveness of reconstructing the above - mentioned streets. All existing infrastructure elements (street, utilities, etc.) within the project area were evaluated as part of this report. The report will provide a description of the proposed improvements, an itemized cost estimate, a cost apportionment and a preliminary assessment roll. 3. BACKGROUND Based on the limited as -built information the City has for the proposed project area, it appears the streets and utilities in the project area were constructed between 1958 and 1976 with the exception on one block of sanitary sewer on 6th Avenue that was constructed in 1988. Improvements to the streets have since been limited to patching and seal coating. The existing pavements are deteriorated to the point where they require more than normal maintenance. There are many transverse and longitudinal cracks, areas of patching, crown problems and curb and gutter deficiencies. . EXISTING CONDITIONS The existing conditions are identified in Drawings 1 through 7 in the Appendix. Preliminary Engineering Report 2011 Street Reconstruction City of Shakopee, MN City Project No: 2011 -1 Page 1 6 Avenue and 10 Avenue within the project limits are part of Old Trunk Highway 300. The roads were turned back to the City from the State in 1997. 6 Avenue, from Webster Street to Adams Street is 45 feet wide with a 5 -foot concrete sidewalk on the south side of the road. The sidewalk is in good condition. The watermain is 6 -inch cast iron pipe (CIP). There is no sanitary sewer or storm sewer located on 6 Avenue in this area. 6 Avenue, from Adams Street to 10 Avenue, is a 32 -foot wide rural section without concrete curb and gutter. There is no sidewalk located on this section of 6 Avenue. The sanitary sewer between Adams Street and Jefferson Street is 12- inch reinforced concrete pipe (RCP) constructed in 1988 and is in good condition. The remaining sanitary sewer on 6 Avenue is 10- inch vitrified clay pipe (VCP) in poor condition. The watermain is 6 -inch cast iron. The storm sewer is 15 -inch to 36 -inch RCP constructed in 1976 and is in good condition. 10 Avenue, from 6 Avenue to CSAH 69 is a 32 -foot wide rural section without concrete curb and gutter. There is a 5 -foot sidewalk located on the south side of 10 Avenue. The sanitary sewer is 10 -inch VCP in poor condition. The watermain is 10 -inch ductile iron pipe (DIP). The storm sewer is 33 -inch to 60- inch RCP constructed in 1976 and is in good condition. Jefferson Street, Madison Street and Monroe Street are all 45 -feet wide with fl- inch VCP sanitary sewer in poor condition and 6 -inch CIP watermain. There is no storm sewer or sidewalk on any of these streets. Jackson Street is 41 -feet wide with 10 -inch VCP sanitary sewer in poor condition and 6 -inch CIP watermain. There is no storm sewer or sidewalk on Jackson Street. VanBuren Street is 41 -feet wide with 6 -inch CIP watermain. The storm sewer is 36 -inch RCP. There is no sanitary sewer or sidewalk on Van Buren Street. Tyler Street is 41 -feet wide with 8 -inch VCP sanitary sewer and 6 -inch CIP watermain. There is no storm sewer or sidewalk on Tyler Street. Shakopee Avenue is 45 -feet wide with 8 -inch VCP sanitary sewer east of Jefferson Street. There is no watermain, storm sewer or sidewalk located on Shakopee Avenue. 5. PROPOSED IMPROVEMENTS The proposed project area is identified in Drawing 8 in the Appendix. Preliminary Engineering Report 2011 Street Reconstruction City of Shakopee, MN City Project No: 2011 -1 Page 2 The proposed improvements are as follows: 5.1 Street Preliminary Engineering Report 2011 Street Reconstruction City of Shakopee, MN City Project No: 2011 -1 6 Avenue, between Webster Street and Adams Street, is proposed to be reconstructed to a 9 -ton design at the same width of 45 -feet with concrete curb and gutter. The sidewalk on the south side will remain in place with spot repairs done to the panels that have heaved or settled. Pavement markings will be added at the intersection with Adams Street to improve intersection safety. 6 Avenue, from Adams Street to 10 Avenue, is proposed to be reconstructed to a 9 -ton design at the same width of 32 -feet with concrete curb and gutter added to a majority of the road. 10 Avenue is proposed to be reconstructed to a 9 -ton design and to be widened to 40 -feet with concrete curb and gutter added to the majority of the road and striped as a 3 -lane roadway. The intersection with CSAH 69 will be realigned and turn lanes will be constructed on CSAH 69 to improve intersection safety. The proposed intersection improvements are identified in Drawing No. 9 in the Appendix. The remaining streets within the project area are considered residential streets and are proposed to be reconstructed to a 7 -ton design at a width of 37 -feet, with the exception of Shakopee Avenue east of Jefferson Street, which will be reconstructed to a width of 25 feet. Reducing the street width has the following benefits: 1) Reduced hard surface 2) Reduction in runoff 3) Increased green space 4) Lower maintenance cost 5) Reduction in construction cost 6) Reduced speeds through a residential neighborhood 7) Allows for flexibility to adjust street grades to fix drainage problems 8) Less impact to existing boulevard trees A 37 -foot roadway allows for parking on both sides of the street. Shakopee Avenue east of Jefferson Street serves one driveway and an alley. It is proposed to construct Shakopee Avenue east of Jefferson Street to a 7 -ton design and 25 -feet wide. The total estimated costs for the street improvements is $2,648,160.00. Page 3 5.2 Storm Sewer 5.3 Watermain Preliminary Engineering Report 2011 Street Reconstruction City of Shakopee, MN City Project No: 2011 -1 The total estimated costs for the turn lane improvements on CSAH 69 is $234,030.00. The proposed storm sewer improvements are identified in Drawing No. 10 and No. 11 in the Appendix. The proposed storm sewer improvements consist of adding storm sewer to e Avenue, 10 Avenue and Jefferson Street. The proposed watermain improvements are identified in Drawing No. 12 and No. 13 in the Appendix. The proposed watermain improvements consist of replacing the existing 6- inch watermain and water services within the project area. The 10 -inch watermain adjacent to 10 Avenue will be protected. The total estimated project cost for the proposed watermain improvements is $713,900.00. 5.4 Sanitary Sewer The proposed sanitary sewer improvements are identified in Drawing No. 14 and No. 15 in the Appendix. The proposed sanitary sewer improvements consist of replacing a majority of the sanitary sewer main line and services within the project area. The sanitary sewer lines will be replaced with 8 -inch or 10 -inch PVC pipe. Services will be replaced with 4 -inch or 6 -inch PVC pipe from the main line to 10 feet inside of the Right of Way. The sanitary sewer on 6 Avenue, between Adams Street and Jefferson Street, will be protected. The total estimated project cost for the sanitary sewer improvements is $477,400.00. 5.5 Sidewalks The proposed sidewalk improvements within the project area are identified in Drawing No. 16 in the Appendix. The proposed sidewalk improvements consist of replacing damaged sidewalk panels on 6 Avenue east of Adams Street, constructing a new 5- foot concrete sidewalk on the south side of 6 Avenue, between Adams Page 4 6.1 Street Preliminary Engineering Report 2011 Street Reconstruction City of Shakopee, MN City Project No: 2011 -1 Street and 10 Avenue, replacing the existing sidewalk on the south side of 10 Avenue extending the sidewalk on the south side of 10 Avenue to CSAH 69 for connection to a future trail along CSAH 69. The total estimated costs for the proposed sidewalk improvements is $74,400.00. 5.6 Easements It is anticipated that a sidewalk easement will be needed from the parcel south of on Avenue and west of Adams Street. A temporary construction easement will also be needed from the Shakopee Town Square Mall. 6. SPECIAL ASSESSMENTS 30% of the project costs for the street improvements are proposed to be assessed on a per lot basis to benefiting properties. Corner lots that only have improvements made to one street will be considered a half lot. A corner lot is defined as a lot of record with two sides adjacent to existing City streets. Non single family residential uses will be assessed .5 units per unit. The sidewalk improvements, the pavement markings and the oversizing of 6 Avenue and 10 Avenue will be funded with State Turnback Funds. Non residential uses will be assessed the number of equivalent residential lots resulting from dividing the properties front footage by 70 feet (average lot frontage in the project area). The estimated assessment rate for the proposed street improvements is $4,100.48 per lot. A preliminary assessment roll is included in the Appendix. 6.2 Storm Sewer The General Storm Sewer Fund and State Turnback Funds will fund 100% of the storm sewer improvements. 6.3 Watermain Shakopee Public Utilities will fund 100% of the watermain improvements. Page 5 6.4 Sanitary Sewer The Sanitary Sewer Enterprise Fund will fund 100% of the sanitary sewer improvements. 6.5 Sidewalk The State Turnback Funds will fund 100% of the sidewalk improvements. Actual Assessments will be based on the final uroject costs and apportionments. 7. ESTIMATED COSTS An itemized cost estimate is included in the Appendix. The following costs were prepared using 2010 construction costs and are subject to change, depending on the final design of the project, bids received, and actual work performed. A summary of the estimated construction costs plus a 5% contingency, engineering and administration costs for the project are as follows: CSAH 69 Improvements Street Improvements Storm Sewer Improvements Watermain Improvements Sanitary Sewer Improvements Sidewalk Improvements 8.
