INTRODUCTION:
Attached is Resolution 7077, which orders the plans and specifications for the 2011
Bituminous Overlay Project.
BACKGROUND:
CITY OF SHAKOPEE
Memorandum
Staff has completed the review of the proposed 2011 -2015 Capital Improvement
Program, which includes a bituminous overlay project for various streets throughout the
City.
These streets have deteriorated and are candidates for a bituminous overlay, which would
extend the life expectancy of the streets.
Attached are the CIP sheets identifying the proposed project area for the 2011
Bituminous Overlay Project.
Also attached is a map identifying the current and proposed pavement markings in the
downtown area. Currently there are excessive pavement markings in the area. Staff is
looking at eliminating the two on- street handicap stalls located on 1 Avenue and the one
on- street handicap stall located on Lewis Street north of 3 Avenue. The businesses
adjacent to these stalls have parking lots with ADA compliant handicap stalls. The
current stalls are not compliant with ADA standards. To make the stalls compliant the
stalls will need to be wider resulting in a loss of parking stalls and pedestrian ramps will
need to be added near each stall. The estimated cost per pedestrian ramp is $1,800.00.
Staff is also proposing to eliminate all crosswalks and stop bars not located at
intersections with 1 Avenue and all parallel parking striping. The parallel parking
striping is unnecessary and does not result in additional stalls. Eliminating the excess
pavement markings will save the City an estimated $13,000.00 in construction costs and
roughly $3,000.00 a year in restriping costs. All of the railroad crossing pavement
markings will be reinstalled.

Project Costs:
The total estimated project costs including a 5% contingency is $833,000.00.
ALTERNATIVES:
1. Adopt Resolution No. 7077, a resolution ordering the improvement and the
preparation of plans and specifications for the 2011 Bituminous Overlay Project
No. 2011 -2.
2. Deny Resolution No. 7077.
3. Table for additional information.
4. Modify Resolution No. 7077 to change the project area, as determined by City
Council.
RECOMMENDATION:
Offer Resolution No. 7077, A Resolution Ordering an Improvement and Preparation of
Plans and Specifications for the 2011 Bituminous Overlay, Project No. 2011 -2 and move
its adoption.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, NIINNESOTA:
1. That the improvement is necessary, cost effective and feasible and is ordered as
hereinafter described:
2. Bruce Loney, Public Works Director, is hereby designated as the engineer for this
improvement. He shall prepare plans and specifications for the making of such improvements.

by Minnesota Statutes 429.041, no later than three years from the date of adoption of this resolution.

Description:
Bituminous overlay of 2nd Avenue and 3rd Avenue, from Atwood Street to
Spencer Street; 1st Avenue, from Holmes Street to Sommerville Street; Atwood
Street, Fuller Street, Lewis Street and Sommerville Street, from 1st Avenue to
4th Avenue; and Holmes Street, from 1st Avenue to 3rd Avenue.
Justification:
Continuation of the City's Pavement Preservation Program to maintain existing
infrastructure.
Other Comments:
Bituminous overlays are much more cost effective than reconstructing
pavements. Streets will be evaluated each year and may be moved up or moved
back in the CIP.
