No. 7079City of Shakopee MEMORANDUM TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator SUBJECT: Pay Plan for Part -Time, Temporary and Seasonal Employees DATE: January 13, 2011 ZSENT Introduction The Council is asked to adopt the attached resolution establishing and restating hourly wage rates for part-time, temporary and seasonal employees. Background The City did not budget for or plan a general wage increase for the positions listed on the part- time, temporary and seasonal pay plan this year. However, there is a need to consolidate recent Council actions and a new staff recommendation into a cleaned -up pay plan document for clarity and record - keeping purposes. The attached pay plan for part -time, temporary and seasonal employees reflects existing pay rates for these positions, including the new Grade I for summer seasonal positions in the Public Works Department that was adopted by Resolution 6992, in March of 2010. Secondly, every year the City has employed two students through programs sponsored by Shakopee Sr. High School — one from the Work Based Learning program is employed as a Mechanic's Helper in the shop and another in a work skills program provides basic cleaning services at the Community Center. The hiring for both positions is coordinated through the school and both students work afternoon hours on a part-time basis. In recent years, these positions have both been part of Grade E and paid $11.19 per hour for the 9 or 12 month period for which they worked for the City. Entering the current school year, we were obligated to prioritize these positions against numerous competing budget demands. In both cases the school district encouraged the City to maintain its participation in these programs and the Department Head felt there was value in doing so. However, it was felt that the wage offered by the City was higher than necessary given the educational benefit provided and current economic conditions. Therefore City staff proposed to the staff coordinators from the school district that the two positions be maintained, but at minimum wage instead of the $11.19 per hour previously paid. Individuals have been hired for the positions and Council is asked to finalize this arrangement by 5. e. adopting the attached pay plan with the new Grade J for "High School Sanctioned Work Experience Programs" at minimum wage (currently $7.25 per hr.). The listing of Mechanic's Helper under Grade E is subsequently being removed. Relationship to Vision This is a housekeeping item (F). Requested Action If the Council concurs, it is asked to offer Resolution Number 7079, a resolution amending the Pay Plan for Part-Time, Temporary and Seasonal Employees of the City of Shakopee, and move its adoption. RESOLUTION NO. 7079 A RESOLUTION AMENDING THE PAY PLAN FOR PART -TIME, TEMPORARY AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE WHEREAS, on December 16, 2008, the City Council adopted Resolution No. 6856, A Resolution Adopting the 2009 Pay Plan for Part -Time, Temporary and Seasonal Employees of the City of Shakopee, and WHEREAS, on October 6, 2009 the City Council adopted Resolution No. 6945, A Resolution Amending the Pay Plan for Part -Time, Temporary and Seasonal Employees of the City of Shakopee; to remove the "2009" designation and establish pay rates for part -time, temporary and seasonal employees on an ongoing basis; and WHEREAS, on March 2, 2010, the City Council adopted Resolution No. 6992, A Resolution Amending the Pay Plan for Part -Time, Temporary and Seasonal Employees of the City of Shakopee, by adding a Grade I and establishing wage rates for the position of "Public Works Maintenance Laborer," and WHEREAS, there is an additional need to update the Pay Plan for Part -Time, Temporary and Seasonal Employees to reflect changing labor market conditions and City resources; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that Resolution No. 6856 is hereby amended for a third time to remove the position of Mechanic's Helper from Grade E and add the position of "High - School Sanctioned Work- Experience Programs" under a new Grade J. BE IT FURTHER RESOLVED that the attached Part -Time, Temporary and Seasonal Pay Plan is hereby approved and supersedes Resolutions Nos. 6856, 6945, and 6992 and all other previous authorizations of wages for Part -Time, Temporary and Seasonal Employees and shall remain in effect until such time as the City Council of the City of Shakopee, Minnesota takes further action.
