Parking Restrictions on Shakopee Avenue from Dakota Street to Prairie StreetTO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Parking Restrictions on Shakopee Avenue, from Dakota Street to Prairie Street DATE: January 18, 2011 INTRODUCTION: BACKGROUND: CITY OF SHAKOPEE Memorandum The Traffic Safety Review Committee (TSRC) has a recommendation for parking restriction on the north side of Shakopee Avenue, from Dakota Street to Prairie Street for Council consideration. A parking issue concern was raised by Dale Vohnoutka at 935 E. Shakopee Avenue at the City Council meeting on November 9, 2010. This issue was referred by the City Council to the TSRC at their December 9, 2010 meeting. The TRSC did review this item and is recommending that there would be "no parking" on the north side of Shakopee Avenue during school days from 7:30 A.M. to 3:30 P.M. This parking restriction should address the resident's concerns on parking that does prevent mail delivery or access from their driveway, and also would prevent parents from parking on the north side of the road to pick up children at the end of the school day. The second item would be a safety consideration for the vehicle and pedestrian traffic. Attached is a drawing showing the parking restriction and the signs that would be needed in order to incorporate this parking control. There are a number of parking stalls available on adjacent streets and in the school parking lot to accommodate this parking restriction. Staff did discuss this with Mr. Dale Vohnoutka and Karen Schefflo, who works at Pearson Elementary, at its December 9, 2010 TSRC meeting. Staff has also discussed this with the principal of Pearson Elementary and he finds no objection with this parking restriction. The TSRC's recommendation is to install "no parking" signs which would be effective during school days from 7:30 A.M. to 3:30 P.M. s'c. 3. ALTERNATIVES: 1. Adopt a motion for "no parking" on the north side of Shakopee Avenue, from Dakota Street to Prairie Street during school days from 7:30 A.M. to 3:30 P.M. 2. Do not install parking restriction signs on the north side of Shakopee Avenue, from Dakota Street to Prairie Street. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. 1, which is the recommendation from the TSRC.
