No. 7076TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Speed Zone Investigation on Fuller Street DATE: January 18, 2011 INTRODUCTION: CITY OF SHAKOPEE Memorandum Sc. This item is for the City Council to consider requesting a speed zone study investigation on Fuller Street, from CSAH 16 (17 Avenue) to Vierling Drive. BACKGROUND: In the summer of 2010, a bituminous trail and pedestrian bridge was constructed on the east side of this section of roadway linking our trail system to the new high school. In October, 2010 staff conducted a preliminary speed limit study for this segment of roadway and found the 85 percentile speed to be 47 m.p.h. This means 85% of the vehicles are traveling at 47 m.p.h. or slower. The Traffic Safety Review Committee is recommending a speed study be completed by Mn/DOT to determine the reasonable and safe speed limit In order to proceed with a speed zone study, the City Council must a adopt a resolution requesting the Commissioner of Transportation to conduct a speed zone investigation. Historically, the speed limit from these engineering and traffic investigation studies are determined by the speed of the 85 percentile of the traffic speed measured. From these studies, the speed limit can be increased as well as reduced. The speed limit on this segment is 55 m.p.h. The posted speed limit south of CSAH 16 is 55 m.p.h. and the posted speed limit north of Vierling Drive is 30 m.p.h. ALTERNATIVES: 1. Adopt Resolution No. 7076, a resolution requesting the Commissioner of Transportation to conduct a speed zone study investigation on Fuller Street, from CSAH 16 to Vierling Drive. 2. Deny Resolution No. 7076. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. 1, to begin the process for the Commissioner of Transportation to conduct a speed zone investigation, to determine the reasonable and safe speed limit on Fuller Street, from CSAH 16 to Vierling Drive. ACTION REQUESTED: Offer Resolution No. 7076, A Resolution Requesting the Commissioner of Transportation to Conduct a Speed Zone Investigation on Fuller Street, from CSAH 16 to Vierling Drive and move its adoption. Public Works Director RESOLUTION NO. 7076 A Resolution Requesting The Commissioner Of Transportation To Conduct A Speed Zone Investigation On Fuller Street, From CSAH 16 To Vierling Drive WHEREAS, a recommendation from the City's Traffic Safety Review Committee has been received by the City of Shakopee to consider a reduction in the speed limits; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: that pursuant to the provisions of Subdivision 5, Section 169.14 of the Highway Traffic Regulation Act, the Commissioner of Transportation, upon the basis of an engineering and traffic investigation, be and hereby requested to authorize the erection of appropriate signs designating a reasonable and safe speed limit upon the following described highway.
