SUBJECT: Authorization to Hire Finance Department Secretary

Introduction
The City Council is asked to authorize the hiring of Kim Weckman for the position of Secretary
in the Finance Department.
Background:
The Council-approved plan for merging the City Clerk's office into the Finance Department
included the hiring of a full-time secretary to provide administrative support. The position was
advertised, a large of number of applications were reviewed and 16 candidates were interviewed.
Recommendation
Based on the interviews conducted, it is recommended that Kimberly Weckman be hired to fill
the position. Ms. Weckman has 20-years of related experience, including positions with both
Carver County and the Shakopee School District, and currently works for the City as a part-time
recording secretary. Staff plans to incorporate her recording secretary duties into the full-time
position being offered to her for the time being. This approach will be re-evaluated after a few
months to determine whether it is working or if a new part-time recording secretary will need to
be hired.
It is recommended that Ms. Weckman be offered a starting wage of Step D of Grade 4 of the
2012 Non-Union Pay Plan ($21.17 per hr.), with the opportunity to move to Step C after six-
months, dependent upon a positive performance review.
Budget Impact
The recommended action can be accommodated within the adopted budgets for the Finance and
City Clerk divisions.
Relationship to Vision
This agenda item relates to Goal E: Deliver effective and efficient public services by a staff of
well-trained, caring and professional employees.
Action Requested
If the Council concurs, it should offer a motion to authorize the hiring of Kimberly Weckman for
the position of Secretary with the Finance Department, at Step D of Grade 4 of the City's 2012
Non-Union Pay Plan, with the opportunity to move Step C after six months of successful job
performance; subject to the successful completion of a background check and pre-employment
physical and drug-test.
