CITY OF SHAKOPEE

Memorandum 4
TO: Mayor and City Council
Mark McNeill, City Administrator
FROM: Judith S. Cox, City Clerk
SUBJECT: Combining Polling Piaces
DATE: March 29, 2012
INTRODUCTION:
City Council is asked to adopt the attached Resolution No. 7183, Combining Polling Places.
BACKGROUND:
The election laws (MSA 204B.14, Subd. 2) require the adoption of a resolution to allow for
separate precincts to use combined polling places. A copy of the resolution establishing a
combined polling place must be filed with the county auditor within 30 days after approved by
the governing body. The resolution remains in effect until amended by City Council.
Minnesota Rules Related to Elections (8230.4365, Subpart 1) allows for the use of one precinct
count voting system to be used to count ballots for up to four precincts that are combined and
that have a combined total of fewer than 2,500 registered voters as of June 1 of that election
year.
At the regular meeting on March 20, 2012, City Council adopted Resolution No. 7180,
designating polling places for the City of Shakopee. Two precincts will vote at the Eagle Creek
Elementary School Precincts 12A and 12B) and two precincts will vote at the Cross of Peace
Lutheran Church (Precincts 13 and 11). Combining polling places will result in cost savings
because the same facility, same election judges and same voting equipment will be utilized by
voters from both Precincts.
RECOMMENDATION:
Staff recommends combining Precincts 12A and 12B and Precincts 13 and 11, which were
created due to redistricting requirements because voters live in different Legistative Districts.
Voters in Precincts 12B and 13 live in District 55B and voters in Precincts 12A and 11 live in
District 55A.
RECOMMENDED ACTION:
Offer Resolution No. 7183, A Resolution Combining Polling Places, Precinct 13 with Precinct 11
and Precinct 12B with Precinct 12A.
RESOLUTION N0. 7183
A RESOLUTION COMBINING POLLING PLACES
PRECINCT 13 WITH PRECINCT 11 AND PREC 126 WI PRE 12A
WHEREAS, Minnesota Statutes Section 204B.14, Election Precincts, Subdivision 2,
permits the combining of contiguous precincts in the same municipality; and
WHEREAS, the City of Shakopee determines that combining certain polling places serves
the public's interest for future elections by reducing the financial burden due to the additional
staffing of election judges and providing election equipment and supplies.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Shakopee, that the
polling place for Precinct 13 shall be combined with the polling place for Precinct 11.
