INTRODUCTION:
The Council is asked to make a provisional appointment to the position of Police Records
Technician.
BACKGROUND:
The Police Department records unit consists of 1 Records Supervisor and 4 Records Technicians.
There have been two recent resignations from Records Technicians, leaving the unit short
staffed. A hiring process is underway to fill the open positions, however, given the large number
of applications received and the extensive background check that will be needed prior to a final
hiring decision; it will likely be summer before the positions can be filled on a permanent basis.
Fortunately, the rules of the Police Civil Service Commission provide for a process to make a
provisional appointment for a period of 90 days, when no eligible register exists, as is the case
currently. On March 20, the Council requisitioned the Civil Service Commission to authorize a
provisional appointment and the Civil Service Commission granted such authorization at their
meeting on March 27.
RECOMMENDATION:
Staff recommends that the Council fill one of the vacant Records Technician positions with the
provisional appointment of Amberly Cortez. Ms. Cortez has been working as an unpaid intern in
the Records Unit since October of last year. The Department is very pleased with her
contributions and believes she can make an immediate contribution to the division given her
existing knowledge of the Department.
The provisional appointment would be for a period of 90-days, beginning April 4 and extending
no later than July 3, 2012. This would be classified as a temporary appointment under the City's
Personnel Handbook; therefore the position would not include benefits. The starting wage would
be the first step of the established pay scale for the position of Records Technician, which is
$18.11 per hour (Grade 3, Step E).
BUDGETIMPACT:
The Police Department's adopted budget provides for wages and benefits for these currently
vacant positions, therefore the wages to be paid as part of this provisional appointment are well
within budget.
RELATIONSHIP TO VISION:
This item relates to Goal E: Deliver effective and efficient public services by a staff of well-
trained, caring and professional employees.
REQUESTED ACTION:
If the Council concurs, it is asked to offer a motion to grant a provisional appointment to the
position of Police Records Technician to Amberly Cortez, effective April 4, 2012, at an hourly
wage of $18.11.
