Recycling Program Agreement with Scott County . . _ 1�� f� 3 � ��"�����' �' i9 'r� �� :.,�:� �; �t CITY OF SHAKOPEE Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Michael Hullander, Public Works Superintendent SUBJECT: Recycling Program Agreement with Scott County DATE: April 3, 2012 INTRODUCTION The council is asked to authorize an agreement between Scott County and the City for reimbursement of recycling expenses far a Spring Clean-Up Day, scheduled for April 28, 2012. BACKGROUND Scott County has provided reimbursement to participating cities for recycling efforts. Monies are provided to Scott County from the Minnesota office of Environmental Assistance. BUDGET IMPACT The grant funds will help pay for the recycling expenses incurred. Shakopee is eligible for up to $9,529.67. (City of Shakopee $9,100.37 plus Louisville & Jackson Township's funding of $429.30). RECOMMENDATION Staff recommends that the City enter into the recycling program agreement. The amount of funding available to each City or Township is based on demonstrated need and population. The amount of funding available to the City of Shakopee this year is $9,100.37. Due to Louisville and Jackson Township's desire to join your City's event, their total funding amount of $429.30 will also be transferred to you. Consequently, the total potential funding amount for your City's Recyclable Material Collection Day(s) will be $9,529.67. County Administrative Services will be sending two Recycling Program agreements to the City. The City is required to sign and return the two (2) agreements and return them to the County. You will be returned one (1) agreement for your records. The City is responsible to acknowledge the participating Township(s) in all advertisements and invite the Township residents to participate in the event. Please carefully read through the "Recycling Program Agreement," paying particular attention to Section Two (2), Scope of Services. Any municipal solid waste (MSW) and/or demolition/construction waste collected at your collection day event that requires landfilling will not be funded with this county sub-grant program. Before your check can be issued, please submit the required follow-up information within 60 days of your city's collection day event. This information will be provided by filling out and submitting the "AFTER THE COLLECTION DAY" form. Please note that for those cities combininq their event with a township a copv of the advertisement (and where it was published) must also be provided before your check can be issued.
