Introduction
The City Council is asked to take the first formal step in making a provisional staff appointment in the Police '
Department under the City's Civil Service Rules.
Background
The Police Department has a Records Unit composed of 1 Records Supervisor and 4 Records Technicians.
Recent resignations will bring the number of Records Technicians down to just two as of April 6, 2012. A
hiring process is underway, but given the large number of applications received and the extensive
background check process required for this position, it will be June at the earliest before we are able to fill
the positions. Therefore, the Police Department would like to take advantage of the process for Provisional
Appointments that is outlined in the Civil Service Rules. (see attached).
The first step in this process if for the Appointing Authority, which is the City Council, to ask the Commission
� to grant authority for a provisional appointment. �
After working through the process outlined in the rules, it would be the Department's recommendation
that an individual currently working as an intern within the records department be offered the provisional I
appointment for a period not to exceed 90 days. This individual has provided excellent service to the I,
Department during her internship, has already had the required background check and knows the basic ins �
and outs of the Department and the Records Unit. i
Budget Impact I ,
An individual hired under a provisional appointment would be offered the first step in the pay grade for the
Records Technician position and would not be benefits eligible, due to the temporary nature of the
appointment. Therefore, the costs of paying a provisional appointee will be substantially less than the
wage and benefit amount budgeted for the two Records Technician positions that are about to be vacated.
Relationship to Vision
This is a housekeeping item (F).
Requested Action
If the Council concurs, it is asked to offer a motion directing staff to requisition the Police Civil Service
Commission for the authority to fill one of the vacant Records Technician positions by a provisional
appointment.

XIV. Temporary Appointments
A. In case of emergency, the Commission may be requested by the
Appointing Authority to certify names for appointment to a temporary
position. The commission shall certify the name of the individual
standing highest on the eligible register who is willing to accept such
temporary employment.
B. If there is no eligible register, or no one on the eligible register is willing
to accept such temporary employment, the Commission may certify the
name of any other qualified person.
C. No temporary employment shall continue for a period longer than 30 days,
nor shall successive temporary employment be permitted for the same
position, except as permitted by law.
XV. Provisional Appointments
A. Upon receipt of a requisition from the Appointing Authority for
certification to a position for which there is no eligible list, the
Commission may grant authority to the Appointing Authority to fill such
position by a provisional appointment.
B. A provisional appointment shall remain in force until a certified
replacement is available. Within 60 days after granting a provisional
appointment, the Commission shall hold an examination for such position.
C. In no case shall a provisional appointment remain in force longer than 90
days except that at the end of 90 days, an extension not to exceed 90 days
may be made by the Commission.
