INTRODUCTION:
Attached for Council consideration is Resolution No. 7172, which would make appointments to
expiring terms on various boards and commissions.
BACKGROUND:
Various terms on boards and commissions expire February 29, 2012, or until their successors
are appointed and qualified. On February 8th, City Council made nominations to the boards
and commissions, following the publication of the openings and receipt of applications,
pursuant to Council policy. '
On February 9 16 and 23rd an interview panel consisting of Mayor Tabke, Councilor Whiting
and a representative from the boards and commissions interviewed a total of 29 applicants.
After reviewing the qualifications, the interview committee is making the following
recommendations: (Appointments to the EDAC will take place at the Economic Development
Authority meeting)
Planning Commission/BOAA—Joe Collins*, Kent Robbins
Park and Recreation Advisory Board — Corky Mars*, John Danio
Shakopee Public Utilities Commission — Bryan McGowan*
Police Civil Service Commission — Stan VonBokern*
Environmental Advisory Committee — Luke Williams*, Aaron Weyer, Mark Reimler
Telecommunications Advisory Commission — Mark Hillegas*, Jay Lyle, Suresh Nair
Historic Preservation Advisory Commission — Marty Berens, Sara Weyer, Patricia Coonen-Korte
Transit Commission — Rob Litzenberger*, Ken Ludzack

DETERMINING SUCCESSFUL CANDIDATES:
OPTION 1: According to Resolution No. 2206, if there is more than one person nominated
for an opening, the City Clerk shall distribute paper upon which each Council member shall
write his preference for the appointment to the opening and sign their name. Then the Mayor
shall open the paper ballots and announce how the votes were cast. If the person receiving
the most votes does not have a majority vote of the Council members present, then there shall
be a second paper vote between the top two candidates. If the vote is a tie between the top
two candidates, there shall then be an additional paper vote between the top two candidates.
After a candidate has received a majority vote on a paper ballot, the Mayor shall announce his
or her name and the fact that he or she has a majority vote. All ballots shall be turned over to
the City Clerk for proper filing.
After it has been determined who the candidates are that have received the majority vote,
their names should be inserted into Resolution No. 7172.
To expedite the process, in the past City Council members have filled out the ballot ahead of
time and given it to the City Clerk just before the meeting. Votes are tallied with the first
results presented to Council members when the matter comes up on the agenda. If additional
voting is necessary it would take place at that time. Council may wish to follow this procedure
to expedite the process. (BALLOT ATTACHED)
OPTION 2: In the alternative to the ballot procedure described above, City Council could
concur with the recommendations of the interview panel and adopt Resolution No. 7172
incorporating the recommendations. (City Council has adopted the resolution under the
consent business the past few years.)
VISIONING RELATIONSHIP:
Goal F: This is an annual routine appointment process.
RECOMMENDED ACTION:
OPTION 1: (if determining appointees by voting):
a. Complete 1st ballot ' •
b. Conduct additional ballots as needed.
c. Insert the names of the top vote getters into Resolution No. 7172.
d. Adopt Resolution No. 7172.
OPTION 2: (if concurring with recommendations of the interview.panel): "
Concur with the recommendations of the interview panel and offer Resolution No. 7172, A
Resolution Appointing Individuals to Various Boards and Commissions, and move its adoption.

A RESOLUTION APPOINTING INDIVIDUALS TO VARIOUS BOARDS AND COMMISSIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the
following appointments are hereby made:
1. Joe Collins and Kent Robbins are appointed to the Planning Commission/BOAA for four
year terms expiring February 28, 2016.
2. Corky Mars and John Danio are appointed to the Park and Recreation Advisory Board for
three year terms expiring February 28, 2015.
3. Bryan McGowan is appointed to the Shakopee Public Utilities Commission for a three
year term expiring March 31, 2015. �
4. Stan VonBokern is appointed to the Police Civil Service Commission for a three year term
expiring February 28, 2015.
5. Luke Williams and Aaron Weyer are appointed to the Environmental Advisory Committee
for three year terms expiring February 28, 2015.
6. Mark Reimler is appointed to the Environmental Advisory Committee to fill the unexpired
term of Rachel Romansky, expiring February 28, 2013.
7. Marty Berens and Sara Weyer are appointed to the Historic Preservation Advisory
Commission for three year terms expiring February 28, 2015.
8. Patricia Coonen-Korte is appointed to the Historic Preservation Advisory Commission to
fill the unexpired term of Don Wagner, expiring February 28, 2014.
9. Rob Litzenberger and Ken Ludzack are appointed to the Transit Commission for three
year terms expiring February 28, 2015.
10. Mark Hillegas and Jay Lyle are appointed to the Telecommunications Advisory
Commission for three year terms expiring February 28, 2015.
11. Suresh Nair is appointed to the Telecommunications Advisory Commission to fill a vacant
term, expiring February 28, 2014.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this 6th day of March, 2012.

A RESOLUTION SEITING FORTH CITY COUNCIL
PROCIDURAL POLICY ON APPOINII�IQJ1'S TO
CITY BOARDS AI�ID CONY�IISSIONS
WE��EtEAS, in accordance�with the City Code, the ShakApee City Cotmcil
has the authority and obligation to appoint persons to the various City
Boards and c�missions; and
WI-�REP,.S, the City Cotmcil desires to establish��a procedure for the
appointment of persons to the various City boards and comnissions.
NOW, �EFORE, BE IT RESOLVID, that the Shakopee City Council hereby
establishes the following procedure to appoint persons to the various City
boards and comnissions:
l. When an appointment is required, the City Administrator
shall notify the City Crnmcil as early as possible
before the appointment is put on the City CoLmcil agenda.
2.� �e City Council shall make an appointment to a City
board or cornnission only if the appointment appears
on the printed agenda of that meeting or if the appoint- .
ment was tabled from a previous meeting. �
3. 'Itie City Council shall follow Roberts Rules of Order,
� New1y Revised, in making nominations for any appoint- �
ment to be filled. Any Councilmember can n�ninate •
an individual and the nomination must be secanded by
another member. Each Couazcilmember who naminates a
person for an appointment shauld either pass out a
resimie of that person to the other Councilmembers or
be able to recite some backgraund information about
the nominee. '
A rrotion to close nominations can be made and seconded
at any time after each Cotmcilmember present has been
polled for a nominatian. Once naninations are closed, no
further applications will be received and vote will be
•made at the next Council meeting.
4. After nominations have been closed, if there is more
than one person mm�inated for an appointment, the
City Clerk shall distrit�te paper upan which each
CoLmcilmember shall write his preference for the
.appointment and sign their name.

At that time, a motion is in order to appoint that
persan to the position. This motion shall .be voted
on and if the person receives a majority, he or she
. is then appointed.
8. All ballots shall be turned over to the City Clerk
and be properly filed.
, 9. Upon majority vote of the Councilmembers present, the
Coimcil may waive the procedural policy on appoint-
ments to permit nominations, voting and appointment
all to occur at the same Cotmcil meeting. ...

in their entirety.
