Community Center Roof Replacement

Introduction
The City Council is asked to approve the plans and specification and authorize seeking bids for
replacement of the Community Center Roof.
Background
For several years, the City's long-term plan for building repair and maintenance has called for a
new roof for the Community Center in 2012 and at this time it is clearly needed. The existing
single-ply, ballasted membrane roof is original to the building, which was constructed in 1995.
On paper it has reached the end of the expected 15 year life span and in reality it has multiple
leaks and has been resulting in increasing repair bills for several years.
At its August 16 meeting, the Council ordered preparation of plans and specifications for a new
roof and authorized the hiring of Skyline Building Envelope Consultants to prepare these
documents and advise the City on the new roof design. Skyline consultant Rodney Schalesky
has provided the attached document outlining roofing options and costs and will be at the
Council meeting to present this information and respond to questions.
In a deviation from past City practice, Mr. Schalesky is recommending that the City seek bids for
multiple roofing types and make a decision regarding which type to proceed with after the bids
have been received. As he will discuss in more detail during his presentation, Mr. Schalesky is
not recommending a like for like replacement with another single-ply, ballasted membrane roof.
However, the roofing types he is recommending carry a substantially higher cost than the like for
like replacement the City had originally planned on. The advantage of the recommended roof
types are a longer lifespan/warranty and a decreased likelihood for maintenance costs over their
lifespan.
If Council authorizes seeking bids for the project, staff anticipates bringing the bid results back at
the April �17�' Council meeting to award a contract. Construction would then take place during
the months of May and June, which corresponds well with the annual removal of the ice from the
ice arena.
The scope of the project includes tear off and replacement of the entire roofing surface as well as
the installation of an interior access to the roof. Currently, maintenance and ice arena staff have
to rest a ladder up against the side of the building in order to access the roof and the ice arena
cooling tower for maintenance. This presents a safety concern that we are hoping to alleviate
with the installation of an interior stairway leading to a roof hatch. The other issue of note is
that the consultant is recommending that the ice arena cooling tower, which will have to be
removed from the roof during the project, be reinstalled on an elevated platform rather than
directly on the roof surface as is the case currently.
Budget Impact
This is by far one of the lazgest building maintenance expenditures the City faces for the next
two or three years. Depending on the type of roof ultimately selected and the bid results, this
project could cost anywhere between $500,000 and $900,000. The project would be paid for out
of the City's Building Fu.nd, which has a current balance of approximately $7.3 million. Other
proposed expenditures for 2012 total approximately $415,000.

Reference: Requested Preliminary Estimates for various phases of the Roof Replacement on the seven (7) roof
levels of your Civic Center Facility within the City of Shakopee.
Dear Kris, Duane and City Council Members,
According to the drawings provided by the City of Shakopee, the Civic Center was built in 1995, therefore the
existing Ballasted EPDM Roof System has lasted approximately 16 years with many leak issues over the last 5 years
or so. It is ver�typical for Ballasted EPDM Roofs to shrink terriblv around the perimeter and around boxed
nrojections, which is exactly what is happening, please note the attached photos below showing the shrinkage.

The photo below shows a very bad area of base flashing shrinkage, it is so bad that the EPDM has actually pulled
out from under the term bar and therefore has had to be patched with the black EPDM strip in material; normally the
base flashing is completely vertical, but here it is at about a 45 degree angle from being vertical.

To replace the existing Ballasted EPDM Roof System with a similar 45 mil thick sheet with some improvements on
perimeter details and to increase the existing 1/8" to'/<" per foot tapered insulation to meet UBC requirements which
in turn would improve overall drainage would cost around $8 per sq. foot or around $465,500 plus the cost of all the
mechanical items listed on the next uaee. The only problem is that even this new Ballasted EPDM Roof System will
more than likely shrink and cause similar leakage issues within a 15 year time span and the City of Shakopee would
be dealing with replacing the roof system again (remember material and labor pricing will have 15 years of cost
increases).
Based on these facts, Skyline Building Envelope Consultants is providing the requested "Preliminary Estimates for
the various phases of the Roof Replacement on all seven (7) roof sections of the Civic Center Facility" as follows:

a) Existing Cooling Tower is setting on I beams which are setting on existing roof inembrane system, which will
necessitate complete disconnecting of unit, isolate refrigeration system for reclaiming of refrigerant, craning
tower to ground for storage, and then the resetting of this unit onto either Option b) below or Option c) below
(see attached photos of inechanical unit as it is existing); then reconnect unit completely, recharging the system
and complete operational check and report any deficiencies to owner ....................... $15,000

new platform); verses the existing poor detail of the unit setting on two small I Beams directly on top of the

Disconnect all relief hoods, exhaust fans and fresh air intake hoods, raise curbs to accommodate new tapered
insulation heights and reinstall all units, start-up & operational check and report any deficiencies to owner.
Disconnect all gas lines (approximately 110' of 3", 250' of 1.5" and 200' of 3 /4") and cap all supply lines to
accommodate and then reinstall existing 3" and new 1.5" &'/4" on new pipe piers with clamps to support piping;
then pressure testing of all reinstalled and new lines.

GOOD Roof System: Mechanically fastened insulation to metal deck areas with two ply vapor barrier installed,
along with new tapered insulation per UBC Requirements with a fully adhered 80 mil thick white TPO
(Thermoplastic Polyolefin) Single Ply Membrane with new addirional wood nailers on all perimeter parapet walls
with new Kynar Metal Coping System; this price includes covering all of the exposed cracked concrete wall panels
adjacent to the various roof sections with'/4" thick firetreated plywood and a peel & stick membrane and newly
fabricated / installed Kynar Metal `S Panels' ......................$860,000
BETTER Roof System: Mechanically fastened insulation to metal deck areas with two ply vapor barrier installed,
along with new tapered insulation per UBC Requirements with a fully adhered 80 mil thick white PVC (Poly Vinyl
Chloride) Single Ply Membrane with a fleece backer with new additional wood nailers on all perimeter parapet walls
with new Kynar Metal Coping System; this price includes covering all of the exposed cracked concrete wall panels
adjacent to the various roof sections with 3 /a" thick firetreated plywood and a peel & stick membrane and newly
fabricated / installed Kynar Metal `S Panels'......$883,000
BEST Roof System: Mechanically fastened insulation to metal deck areas with two ply vapor barrier installed,
along with new tapered insulation per UBC Requirements with a Four ply Built-Up Roof System with flood coat
of Type III Asphalt and gravel surfacing with new additional wood nailers on all perimeter parapet walls with

new Kynar Metal Coping System; this price includes covering all of the exposed cracked concrete wall panels
adjacent to the various roof sections with 3 /4" thick firetreated plywood and a peel & stick membrane and newly
fabricated and installed Kynar Metal `S Panels' ....................................................................$870,000
The City of Shakopee will have a"Bid Matrix" showing the costs of all four roof options, so the City Council
will have the ability to pick and choose based on the City's financial situation.
Skyline Building Envelope Consultants' recommendation would be the Four ply Built-Up Roof System and
per our contract will be providing Specifications and Drawings for all four options / types of roof systems to
be actually bid. Therefore, it is recommended that your City should have a preliminary budget of :$10,000
+ $99,200 + $20,000 + $870,000 = $999,200 — 42,000 (for reroofing Section �B') _ $957,200 + 10% contingency
($95,720) _ $1,052,920 set aside.
