Subject: Outdoor Recreation Grant Application Resolution No. 7170 and Setting of
Public Hearing
INTRODUCTION
City Council is asked to adopt Resolution No. 7170, A Resolution of the City of Shakopee,
Minnesota Authorizing the City to Submit an Outdoor Recreation Grant Program Application for the
Construction of a Picnic/Warming Facility within Riverside Fields Park.
BACKGROUND
The City will be constructing the Riverside Fields Park in the summer of 2012. The
picnic/warming facility construction is not part of the overall park construction currently
planned. The City has decided to build the three needed picnic/warming facilities utilizing city
staff when time allowed. In 2011 the staff constructed Westminster Park picnic/warming facility
and in 2012 the facility in Green Meadows Park will be constructed. It is reasonable for staff to
build one shelter per year. In addition it is easier for staff to construct the shelter following the
park construction to minimize interference with the general contractor. During the construction
of the park all utilities are stubbed to the location of the facility.
DISCUSSION
The Minnesota Department of Natural Resources has established an Outdoor Recreation Grant
to increase and enhance outdoor recreation facilities in local and community parks throughout
the state. Picnic shelters, bathroom facilities and warming houses fall under the eligible
recreation facilities list. Application to this grant will assist the City construct the picnic/warming
facility in our newest park. The attached resolution is required in order to submit an application
for the Outdoor Recreation Grant. In addition, the grant requires that the City hold a public
hearing for the project prior to grant su6mittal.
The City applied for the MN Outdoor Recreation Grant in 2011 for the Green Meadows
picnic/warming facility and was awarded $13,224.
BUDGETIMPACT
The total cost of adding a park shelter/warming facilities is approximately $150,000. The
maximum level of funding from the grant is 50% of the total eligible project costs. Staff is
recommending that the City's 50% match ($75,000) to the grant include in kind services and
funding from the Park Reserve Fund. The Park Reserves' current budgeted amount for the park
construction is $640,000.

REQUESTED ACTION
If City Council concurs, it should, by motion:

RESOLUTION N0. 7170
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA AUTHORIZING THE CITY TO SUBMIT AN
OUTDOOR RECREATION GRANT PROGRAM APpLICATION FOR THE CONSTRUCTION OF A
PICNIC/WARMING FACILITY WITHIN RIVERSIDE FIELDS PARK.
WHEREAS, the City of Shakopee is building an active use park that will be used all year by
residents of Shakopee; and,
WHEREAS, such a project will help improve the quality of life in the southwest metropolitan
area by providing an opportunity to be active year round; and,
WHEREAS, the City is seeking funding assistance to fulfill the vision set forth in these
projects.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City of Shakopee (The City) will act as legal sponsor for the project contained
in the Outdoor Recreation Grant Program Application to be submitted on March 31, 2012 and that
appropriate City staff are hereby authorized to apply to the Department of Natural Resources for
funding of a picnic/warming facility for Riverside Fields Park on behalf of the City.
BE IT FURTHER RESOLVED that the City has the legal authority to apply for financial
assistance, and financial capability to meet the match requirement and ensure adequate
construction, operation, maintenance and replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED that the City has not incurred any development costs for the
proposed project.
BE IT FURTHER RESOLVED that upon approval of its application by the state, the City may
enter into an agreement with the State of Minnesota for the above-referenced project, and that the
City certifies that it will comply with all applicable laws and regulations as stated in the grant
agreement including dedicating the park property for outdoor recreation uses into perpetuity.
NOW, THEREFORE BE IT RESOLVED that appropriate city officials are hereby authorized to
execute such agreements as are necessary to implement the project on behalf of the applicant
following final approval from City Council.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota, held this 21�� Day of February, 2012.
