Green Meadows Park Shelter/Warming House Construction �o.,�. �, CITY OF SHAKOPEE ; MEMORANDUM Ta Mayor and City Councif, Mark McNeill, City Administrator From: Jamie Polley, Parks, Recreafion & Natural Resources Director Meeting Date: February 8, 2011 Subject: Green Meadows Park ShelterM/arming House Construction Authorization INTRODUCTION The City Council is asked to approve the construction of the park shelter/warming house at Green Meadows Park and provide direction on funding options. BACKGROUND ' On March 15, 2011 the City Council authorized staff to submit a 50/50 Outdoor Recreation Grant to the MN Department of Natural Resources for the construction of the park shelter/warming house at Green Meadows Park. Council authorized the funding of the City's 50% grant match ($67,500) to come from the Park Reserve Fund. In waiting to hear from the MN DNR regarding the grant funding the City Council authorized the construction of the Westminster Park shelter on September 6, 2011. The park shelter/warming house was completed in November of 2011. DISCUSSION On October 18, 2011 the City received notice from the MN DNR that they could not fund our entire request but they could offer us $13,224 towards the project. The amount is 10% of the total cost. The City Council can choose to accept or reject the grant award. Staff also verified with the MN DNR that the City will not be overlooked for future grant ' dollars whether we accept or reject the funds. At this time the MN DNR only disqualifies a City if they mishandled grant dollars. Staff has budgeted in the Park Reserve Fund $130,000 in 2012 for the construction of the Green Meadows Park picnic/warming shelter. The total cost of the Westminster Park shelter was $157,252.64 including the City labor costs of $32,733.50. The cost of the Green Meadows Park shelter is anticipated to be less due to onetime costs incurred for building plans and drawings as well as costs incurred at Westminster that will not be required at Green Meadows such as the cost of site preparation, a retaining wall and extended gas service. All utilities are stubbed into the building site. The Public Works staff also feels they can cut their labor costs by approximately $10,000. Timeline If the shelter construction for Green Meadows Park is approved by the City Council, staff will submit the plans for approvals at this time and wiil begin construction on the building in the fall of 2012 or sooner if time allows. The shelter/warming house will be complete and available for the 2012-2013 outdoor ice skating season. It will also be available for the summer of 2013 which coincides with the first availability of the ball field and soccer field. RELATIONSHIP TO VISION A. REQUESTED ACTION If the City Council concurs, it should: 1. Approve the construction of the park shelter/warming house at Green Meadows Park utilizing funds from the Park Reserve Fund. 2. Direct staff to accept the grant amount of $13,224.
