Cox, City Clerk : �SUBJECT: Nominations to Boards and Commissions DATE: February 3, 2012 INTRODUCTION: City Council is asked to make nominations to Boards and Commissions to fill expiring terms and some unexpired terms due to resignations � BACKGROUND: Terms on various Boards and Cvmmissions will be expiring on February 29, 2012. According to Council policy, it is appropriate to make nominations to Boards and Commissions at the February 8th City Council meeting. An Interview Committee will then interview the applicants and make recommendations to City Council for appointments. Usually appointments are made at the second meeting of the Council in February; however, due to the number of applications received, additional interviewing time is required. Appointments will be placed on the March 6 Council agenda. Incumbents will continue to serve until appointments have been made and appointees have taken an Oath of Office. The number of terms that are expiring and the names from applications received to date are attached. Any Councilmernber wishing to see the applications is asked to contact the City Clerk's office. Should additional applications be received prior to the City Council meeting on February 8th, an updated list will be placed on the Council table. Pursuant to Resolution No. 2847, adopted December 15, 1987, all persons making application to the City Council for a position on a board or commission shall be residents of the City of Shakopee, except where the enabling resolution states otherwise. Two exceptions exist: 1) Park and Recreation Advisary members may include residents from the two adjacent townships because they are in the Shakopee school district, and 2) members of the Economic Development Advisory Committee (EDAC) may include representation from the City's business community and other groups as weil as residents. {An application has been received from Mary Hernandez who is a resident of Belle Plaine and who indicated interest in the Parks and Recreation Advisory Board, Economic Development Advisory Committee and the Police Civil Service Commission. lt appears, however, that Ms. Hernandez is eligible for membership only on the EDAC.) Nominations to Boards and Commissions February 3, 2012 Page 2 Due to the number of applications received, and as stated in the November 29, 2011 staff memo, receipt of applications is closed as of February 8 except for the environmental Advisory Committee and the Telecommunications Advisory Commission where additional applicants are needed. CITY OF SHAKOPEE BOARDS AND COMMISSIONS GUIDELINES FOR APPOINTMENTS AND OPERATION Purpose And Need For A Policy • It is the Council's desire to assure equal and open access to the selection process for aII City Council appointed boards and coxnrnissions. The Council, therefore, sets up the following recruitment and selection process for rnembers to all Council boards and commissions. Policy The boards and commissions, except Shakopee Public Utilities Commission, shall be advisory bodies to the City Council charged with the responsibility of researching, reviewing and making recommendations on related issues. . It is the policy of the City of Shakopee to obtain the best possible appointments for boards and commissions through a standardized recruitment and selection process. SECTION A. APPOINTMENTS: I. Qualifications and Procedures A. All persons making application to the City Council for a position on a baard or � commission shall be a resident of the City of Shakopee, except where the enabling resolution states otherwise. B. Persons interested in being considered for appointment or reappointment to a City board or commission shall complete an "Application for Council Advisory Board and/or Commissions" form fiunished by the City. C. No person shall serve as a regular voting member on more than one board or commission that meets monthly or more frequently, except that fihe same person may serve on both the Board of Adjushnent and Appeals and on the Planning Commission. D. When an individual's regular employment may potentially cause a conflict of interest with the normal items of business of a City board or commission, he or she shall divulge such possible conflict in writing prior to the consideration for appointment. Przor to making an appointment, the City Courzcil shall determine. whether or not such potential conflict of interest would preclude the appointment of the applicant. . § 2.s7 SEC. 2.57. PARK AND RECREATION ADVISORY BOARD. Subd. 1. Estabtishment and Duties. A Shakopee park and Recreation Advisory Board is hereby estabiished. The Park and Recreation Advisory Soard sha!! have advisory powers and shatl be subordinate to the Council. The duties of this Board shaii consist of making �ecommendations to the Council on establishing po(icies and programs relating to partc, �eation and leisure services. This includes, but is not iimited to, the foilowing: A. Ti�e Board shali make recammendations to the Counci! regarding park devefopment including the mai�tenance a�d upgrade of facilities and equipment, the naming of par{cs, and the location of new parks and what facilities they shalt include. B. The Board shait make recommendations to the Counci! conceming park land acquisition procedures and park dedicabon requirements. • C. The Board shail be responsible i�r submitting an annual and five (5) year capital improvement program, outlining �ecammended improvements to existing and proposed park lands prior to Ju(y 1 of each year. D. The Board sha!! make recommendations and submit to the Counci( an annua( opera�ng - budget and schedule for recreationai p�ogram fees. E. The board shall review and evaluate parlt and recreation programs and how these programs can and do fulfill the existing and futu�e needs of the City, while preserving Shakopee's heritage and traditions. The Board shait be knowl�dgeabie of the City Council's vision and shall evaluate the programs based on how they meet the goals and action plans established by Council. The 8oard shall endeavof to foster mutuaAy beneficiai relationships between the Shakopee Schoal District, Shakopee Area Catholic Education Center, af8iiated recreation organizations, and surrounding govemmental agencies. The Paric and Recreation Advisory Board shali consist of seven {7) members appointed by the Councii having staggered terms of three (3) years each. Appointment sha!! be made by resolution naming the Soard members and setting the tenn of oifice. Vacancies occu►ring thereafter shall be filled for the unexpired term of the vacant office and shall be by resotution adopted by a majority vote of the Council. A RESOLUTION E5TASLISHING THE ECONONIIC DEVELOPMEl'�'T ADV�SORY COMMITTEE (EDAe) WHEREAS, the Economic Development Authority (EDA) of the City of Shakopee would like to more actively involved in identification of economic development strategies; and WHEREAS, the Economic Development Authority has determined that estabiishing an Economic Development Adv'isory Committee would provide more concentrated and dedicated work in these areas; and WHEREAS, the Economic Development Authority and City Council are comprisea of the sama members and an advisory com.mittee wauld be of assistance to the Economic Development Authority; and WHEREAS, the Economic Devalopmen� Advisory Committee would not replace the Economic Development Authority and would not have the Iegal powers of an ED.A, but would snnply offer recomrnendations.to the Economic Development Authority and City Council regarding economic development issues, strategy development and implementation, and other initiatives that can be undertaken by the City to expan.d and strengthen its economy. NOW, THEREFORE, BE IT RESOLVED BY THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF SHAKOPEE, MINNESOTA, that: 1. The Economic Davelopment Advisory Committee is hereby established. 2. The EDAC will be composed of seven (7) members, to be appoin�ed by fhe Economic Development Authority aud to include representahves from throughout the community. In malci�g apgointments to the Committee, the EDA will seek to include representation from the City's business communitv (such as represented by the Chamber of Commerce and Downtown Partnership) and other gronps, residents and�individuals with an interest -� in, and who may positively contribute to the work of the EDAC. 3. Terms of the EDAC shall be three years in duration. Terms of the initial appointments shall be evenly divided between l, 2, aud 3 years so as to pzavide orderly t�ansition for new appointees in the future. 4. TI�e committee shall continue to exist as Iong as the Economic Development Authority desires special input in the areas of economic development issues idenhfication, strategy development and implementation. Upon resi�ation of a member, a new member shall be selected and appointed by'the Economic Development Authority. 5. Members of the EDAC shall serve without compensation and shall aot personally benefit from any projects of the EDAC. They shall, at the first meeting or first meeting eaeh March select a Cha,irperson, Vice Chair and Secretary from their own number with duties in addition to committee membership implied by these tit�es. The EDAC will also deve�op and adopt a program of action for the upcoming year to be submitted to the Economic Development Authority far approval. A majority shall constitute a quorum for the transaetion of business. Where not otherwise stated, the business of the Comznittee sha11 be governed by Roberts Rules of Order, Revised. 6. The Committee shall have the following charges: a. Create a sound economic development policy in the following areas: • Business retention & Expansion � • Business Attraction/Target marketing • Prospect Response • New Business/Entrepreneurial Development • Redevelopment • Tourism Development , • Data Collection/Research b. Develop an effective strate� c plan for implementing the economic development policy. c. Based on the strategic plan, recommend to the Economic Development Authority and City Council programs that can be undertaken by the City to expand and strengthen the local economy. d. Advise the Economic Development Authority on funding for economic development programs/projects and the Authoxity's budget. . e. Maintain an effective com.mittee by keepi�zg meetuzgs foc�sed around a planned agenda. � BE IT FURTHER RESOLVED that this resolution shall supersede Resolution No. 99-02 which originally established the Economic Development Ad.visory Committee.
