Capital Improvement Program 2013-2017 1 • CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Capital Improvement Program 2013 -2017 DATE: July 17, 2012 ACTION SOUGHT: Staff will present the attached 2013 -2017 Capital Improvement Program (CIP) for Council to review and comment before adopting in the 2013 budget process. INTRODUCTION: The CIP represents the City's proposed Capital Improvement Projects for the next five years. Staff has included major future projects in the years CIP that are significant cost projects. The CIP is one of the City's primary planning documents and is developed to identify the community's capital needs. The CIP is developed on a 5 year basis. Capital spending can vary from year to year and financing capital projects can require debt planning. A multi- year approach helps to create an orderly replacement of infrastructure. The CIP is a very important document provides a profile of city growth through upgrade and maintenance of infrastructure. This document also is useful as a type of financing tool, during the discussion of assessments, debt issuance and potential fund transfers and property tax levies. BACKGROUND: Each year the City prepares a 5 -Year CIP on projects that impact the City and its finances. A presentation will be made by staff at the meeting on the 2013 -2017 CIP. Often these projects require coordination with other entities, such as the State, County and Shakopee Public Utilities. Attached with this memo are the following: • Sanitary Sewer CIP Project Sheets • Storm Drainage CIP Project Sheets • Street CIP Project Sheets Council needs to review the 2013 -2017 CIP and provide any comments before a final adoption. DISCUSSION: The major items of discussion for the Council will be on the street reconstructions, overlays and reclamation projects and offset on the CIP. From the Goal Setting Session, infrastructure needs and funding was a top priority. Finance Director Julie Linnihan and myself will address the Council on options to meet the needs of the 2013 -2017 CIP. Options include the following: 1. Annual transfer of general tax funds 2. Add tax levy for CIF funding 3. Bond for projects (Debt Service Levy) requiring an annual debt service levy Other projects of note include the following: 1. C.R. 17 & Valley View Road 2. Sanitary Sewer Extension in the East Shakopee Industrial Area 3. T.H. 169 & C.R. 69 Interchange ALTERNATIVES: 1. Review and provide any direction on the 2013 -2017 CIP at this time. 2. Table for additional information BUDGET IMPACT: Affects the 2013 Budget and CIF and potentially tax levy. RECOMMENDATION: Staff recommends Alternative No. 1. RELATIONSHIP TO VISIONING: This supports Goal's C and E — "Maintain the City's strong financial health" and "Deliver effective and efficient public services by a staff of well - trained, caring, and professional employees ".
