MEMORANDUM
ACTION SOUGHT:
The Council should appoint two of its members to serve on US 169 /CR 69 Orderly
Annexation and Development Study Committee to study land use, frontage road
connections, and utility issues for the US 169/69 interchange.
BACKGROUND:
As a follow up to earlier economic development discussion, a committee to study issues
related to the above intersection/future interchange should be formed. It should likely be
comprised of Scott County, Jackson Township and City of Shakopee officials and other
stakeholders that might include landowners, residents of the manufactured home park,
etc.
The award of the contract for roadway improvements to the US 169 /CR 69 intersection is
anticipated in September 2013. Just to the west of this location, planning is taking place
for the impacts of a future TH 41 river crossing, although that is still decades away from
reality.
The City Council has previously discussed the 169/69 intersection as being a prime
location for future /industrial development. This need is becoming more critical as other
industrial sites in Shakopee are developed.
Scott County staff has already been in contact with City staff and Jackson Township
officials to discuss how best to plan for this intersection/intersection. There is also
interest from the owner of a sizeable tract of land in one of the quadrants who would like
to facilitate development in the short term. As such, an area plan for the
intersection/interchange is needed. The area to be studied would be bordered on the
north by the Town Square Mall Shopping Center; on the south by Sierra 78; on the west
by the manufactured home park; and on the east by County Road 15. Questions related to
land -use, extension of utilities, and frontage road connections all need to be resolved,
both short and long -term.
A study group, made up of elected and appointed officials of Scott County, Jackson
Township, Shakopee and area residents and property owners is needed. It is likely that
the most realistic implementation would be with two groups —one a policy committee
consisting primarily of elected officials to look at larger policy - related questions, and a
technical group made up of engineers, planners, SPUC, and others with a direct interest,
to deal with the details. It is probable that the City will need to engage a consulting
engineer for some of the larger engineering and land -use issues.
At this time, the Council should identify two elected officials who could serve on a policy
committee for the 169/69 intersection study group.
RECOMMENDATION:
I recommend that two members of the City Council be appointed to a policy committee
for the study of the TH 169/CH69 future interchange.
RELATIONSHIP TO VISIONING:
This supports D, "Maintain, improve and create strong partnerships with other public and
private sector entities."
ACTION REQUIRED:
The Council should, by motion, appoint two of its members to serve on the proposed US
169 /CR 69 Orderly Annexation and Development Study Committee.
