CITY OF SHAKOPEE To: Mayor and City Council Mark McNeill, City Administrator From: Jeanette Shaner, Deputy City Clerk Meeting Date: July 17, 2012 Subject: Application for Taxicab License MEMORANDUM ACTION SOUGHT: In this memo, it is recommended that the City Council take the following action: Conduct a public hearing and if Council concurs approve the application and grant a taxicab license for one taxicab to Getahun Haile, 257 Arabian Avenue East, Shakopee, conditioned upon meeting all requirements of the City Code for said license. INTRODUCTION: The City Council is asked to hold a public hearing and take action on the application from Mr. Getahun Haile for a taxicab license. BACKGROUND: Mr. Haile has applied for a taxicab license and for a taxicab driver's license to operate within the City of Shakopee. Mr. Haile is currently licensed by Twin Cities Cab and the Minneapolis -St. Paul International Airport. His proposes to license one vehicle, a 2008 Dodge Caravan. Pursuant to the City Code, notice of the required public hearing has been given to the applicant, to all licensees (Bradford Transportation, Inc. dba Shakopee Taxi; Randy Busch dba Southwest Metro Transportation and Timothy R. Dressen, Jr. dba TNT Taxi), and notice has been published in the City's official newspaper. The applicant plans to attend the July 17 meeting. The Police Department has conducted the required background investigation and recommends that the application for a taxicab license be granted. CONSIDERATIONS: City Code Sec. 6.22, Subd. 5.A. "If the Council finds that further taxicab service in the City is desirable for the public convenience and necessity and that the applicant is fit, willing, and able to perform such public transportation and to conform to the provisions of this Section, the Council shall grant a license stating the name and address of the applicant and the number of vehicles authorized under said license; otherwise, the application shall be denied." The City currently has three licensed taxicab businesses with a total of 10 licensed vehicles. RELATIONSHIP TO VISIONING: This supports Goal A (Keep Shakopee a safe and healthy community where residents can pursue active and quality lifestyles). ACTION REQUIRED: After holding the public hearing and if Council concurs: Approve the application and grant a taxicab license for one taxicab to Getahun Haile, 257 Arabian Avenue East, Shakopee, conditioned upon meeting all requirements of the City Code for said license.
