RE: Approval of a Resolution Authorizing Payment to Scott County for the Electronic
Back -up System for the Bus Gates and LED Fixtures for Eagle Creek Transit
Station

Action Sought:
The City Council is asked to authorize payment for the City of Shakopee's share of the electronic
back -up system for bus only gates and LED lighting fixtures for the Eagle Creek Transit Station
(Eagle Creek).
Introduction:
The 545 -space Eagle Creek park and ride (which began operation the week of July 2, 2012) was
developed under a cooperative agreement with Scott County, and an MOU with the City of
Prior Lake regarding the sharing of local costs. Shakopee's share is 60% under the agreement;
Prior Lake's share under the agreement is 40 %. The need for a back -up battery system for the
bus gates has been identified, as well as the desirability of installing LED light fixtures, which are
more energy efficient and will have a longer life than standard high pressure sodium (HPS) light
fixtures. The Council is asked to approve the City of Shakopee's portion of the additional costs
for these changes to Eagle Creek.
Background /Discussion:
In 2009, the cities of Shakopee and Prior Lake entered into cooperative agreements with Scott
County for the construction of a 545 -space park and ride to be known as Eagle Creek Transit
Station. Construction began in late 2009, and the facility was opened to service on July 2, 2012.
It was originally contemplated that Shakopee's share of the construction costs would be about
$330,000.00, and that Prior Lake's share of construction costs would be about $220,000.00.
However, Scott County was successful in obtaining ARRA grants to cover virtually all of these
local costs.
During construction in 2011, the County explored using LED light fixtures in place of standard
High Pressure Sodium (HPS) lights for the park and ride. While LEDs are more costly initially,
the initial cost is offset by lower energy bills and lower maintenance costs. After discussion

with the Transit Planning Team (TPT) and Transit Review Board (TRB), the County issued a
change order to install the LED light fixtures. The estimated payback on the LED lights is 3 -4
years.
In addition, the contractor identified the need for a back -up battery system to operate the
gates on the bus lanes. This system was included in the change order.
Alternatives:
1. Adopt the attached resolution number 7216 authorizing payment to Scott County for the
electronic back -up system and LED lights at Eagle Creek.
2. Deny the item for specific reasons and provide staff with specific direction.
3. Table the item.
Budget Impact:
The total cost of the change order for the back -up and LED lighting fixtures is $80,774.56.
Under the memorandum of understanding for Eagle Creek, Shakopee is responsible for 60 %, or
$48,464.74. If approved, payment would come from the transit fund, which is separate from
the City's general fund.
Recommendation:
Staff recommends alternative number 1 above, i.e. that the Council adopt the attached
resolution authorizing payment to Scott County for the electronic back -up system and LED
lights at Eagle Creek.
Relationship to Visioning:
This item relates to goal D. Maintain, improve and create strong partnerships with other public
and private sector entities.
Action Required:
The City Council is asked to approve the attached resolution number 7216 authorizing payment
of the City of Shakopee's share of the electronic back -up system and LED lighting fixtures for
the Eagle Creek Transit Station.

RESOLUTION NO. 7216
A RESOLUTION AUTHORIZING PAYMENT TO SCOTT COUNTY FOR THE BACK -UP
BATTERY SYSTEM FOR THE BUS ONLY GATES AND LED LIGHT FIXTURES FOR
EAGLE CREEK TRANSIT STATION
WHEREAS, the City Council recognizes the value of providing quality, cost - effective transit
services for the Shakopee community; and
WHEREAS, the Transportation chapter of the Shakopee 2030 Comprehensive Plan
addresses providing transit as an element of community quality; and
WHEREAS, the City of Shakopee values its partnership with Scott County, Prior Lake and
other Scott County communities on transit service and projects; and
WHEREAS, the City has entered into a Memorandum of Understanding and Cooperative
Agreement outlining the Eagle Creek project and the roles and obligations of the parties related
to funding for the project; and
WHEREAS, funding for the LED Tight fixtures and back -up battery system for Eagle Creek
are available from the Transit Fund Balance, which is not a part of the General Fund
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shakopee, Minnesota
that:
1. The recitals set forth above are incorporated herein.
2. Payment is hereby authorized to be made to Scott County in the amount of
$48,464.74.
3. Funding for the final payment for the change order shall come from the Transit
Fund.
Approved by the City Council of the City of Shakopee, Minnesota this 17 day of July,
2012.
