Subject: Park Planning Process Policy
INTRODUCTION
The City Council and the PRAB are asked to confirm that the adopted Park Planning Process
Policy is the process in which staff should use to plan future parks.
DISCUSSION
On October 24, 2011 the PRAB recommend to the City Council the adoption of the attached
Park Planning Process Policy. The City Council adopted Resolution No. 7173, a Resolution of
the City of Shakopee, Minnesota, Establishing a Policy for the Park Planning Process on March
6, 2012.
During the PRAB's discussion of future park projects questions have arose as to how concepts
should be brought forward, therefore, staff is seeking confirmation from the City Council and the
PRAB that the adopted park planning policy is the steps that staff should take when planning
future parks. At this time the next park to be planned is Parcel 75.
REQUESTED ACTION
The City Council and the PRAB are asked to confirm that the adopted Park Planning Process
Policy is the process in which staff should use to plan future parks.

The processes for planning parks to be built with the development include:
1. PRAB and City Council determine park plan and purpose during the development review
process. (This is to ensure that the City is accepting the correct amount of land and /or
cash for a specific purpose).
2. Receive PRAB and City Council approval on design, function and name of park.
3. Plan and build the park with the development.
4. Post the development plan and name during the construction of the park on the City
website and on a board at the park to keep it in front of the community and future
residents.
5. PRAB reviews process after each park is built or at a minimum of every three years.
The processes for planning parks that are planned to be built at a later date include:
1. PRAB and City Council determine park plan and purpose during the development review
process. (This is to ensure that the City is accepting the correct amount of land and /or
cash for a specific purpose).
2. Receive PRAB and City Council approval on concept design, function and name of park.
3. Post the development plan and name during the construction of the park on the City
website and on a board at the park to keep it in front of the community and future
residents.
4. PRAB, City Council and Staff re- evaluate the park concept plan each year during the
budget discussions and presentation of the Park Reserve CIP. Changes will be made
prior to receiving neighborhood feedback.
5. Develop two /three concept plans based on the updated concept plan and receive PRAB
and City Council approval on the concept plans prior to receiving neighborhood
feedback.
6. Conduct 3 neighborhood meetings to review previously designed concept plans and
obtain feedback.
7. PRAB reviews the concept plan for recommendation to the City Council following the
neighborhood meetings. The PRAB and the City Council will review the concept plans
together in a work session if substantial changes have been made since the original
concept plan developed in No. 4 above.
8. The City Council reviews the recommendation from the PRAB on the final concept plan.
9. If the City Council does not agree with the recommendation, send the concept plan back
to the PRAB for revisions or hold a joint work session with the PRAB to determine the
final concept plan.
10. PRAB reviews process after each park is built or at a minimum of every three years.
