INTRODUCTION:
Attached is a letter from Mike Burlager, Director of Finance of the Shakopee Public School and
requesting a bus loading zone on lOt" Avenue. City Council is being asked to consider traffic
control and parking control changes on l Or� Avenue to accommodate this request.
BACKGROUND:
For the school year in 2012-2013, Pearson School at 917 Dakota Street will be opening as a 6tn
grade center site for the next school year and for as long as foreseeable five year future. In order
to make the transportation of students work, the school district has asked for a bus loading zone
on 10`h Avenue and for the afternoon hours only.
Mike Burlager, Shakopee School District met with the Traffic Safety Review Committee on May
17�h, 2012 to discuss the request and options needed to accommodate this request.
The following issues were mentioned and discussed at the May 17th Traffic Safety Review
Committee meeting:
1. Adequate width needs to be provided for the buses to park along l Oth Avenue and would
require a restriping of l Oth Avenue to accommodate this.
2. The buses would block the sight of the stop sign located at 10`h and Dakota and would
need changes in this area for motorists to see the stop sign.
3. The School District did request moving the three way stop at lOth Avenue and the south
leg of Dakota Street to 10�h Avenue and the north leg of Dakota Street in order to provide
adequate sight distance for vehicles to see a stop sign at 10�h Avenue.
4. The School bus loading zone would be from approximately the south leg of Dakota Street
to Naumkeag Street.
In review of this request, staff also reviewed the traffic information of average daily traffic for
Dakota Street and lOt�' Avenue done in June of 2009. From these traffic counts the north leg of
Dakota Street would have approximately twice as many vehicles using that leg as the south leg
of Dakota Street. Previously the City Council directed staff to look at four way or three way stop
intersections and for the consideration of removal of stop signs. Attached to this memo is the
Attachment A of the memo of Sept. 2, 2010 in which the recommendation for 10`� and Dakota
Street was to look at moving the stop signs to the north leg of Dakota upon completion of Dakota
Street reconstruction and to meet with the school district.
The Traffic Safety Review Committee met and discussed the options of moving the three way
stop further to the west on 10`h Avenue or to provide additional signage while the busses are
parked along Dakota Street in the afternoon hours. The Committee recommendation was to move
the three way stop to the intersection of 10`h Avenue and the north leg of Dakota Street, to redo
the crosswalk and provide the appropriate pedestrian ramps, and to install bus loading parking
zone sign from Dakota Street South to Naumkeag Street along l Oth Avenue.
Attached is a drawing showing the signage and striping changes that would need to be done to
accommodate this request by the school district and would be a permanent change in staff's
opinion, even if the Pearson School would revert back to elementary in the future. School district
representative will also be at the meeting to talk about their request and the need for this change
at this time.
ALTERNATIVES:
1. Approve a motion approving the traffic and parking control changes on l Ot�' Avenue from
the north leg of Dakota Street to Naumkeag Street and direct staff to implement the
attached plan to this memo.
2. Do not approve the traffic and parking control changes on 10`h Avenue as shown on the
attached drawing.
3. Approve a motion for additional parking control along 10'h Avenue from the south leg of
Dakota Street to Naumkeag Street and additional signage and markings for the existing
three way stop intersection.
4. Table for additional information.
RECOMMENDATION:
The Traffic Safety Review Committee recommends alternative no. 1 to install the improvements
for the traffic and parking control and pedestrian crosswalk as shown on the attached drawing.
ACTION REQUESTED:
1. Approve a motion approving the traffic and parking control changes on 10`h Avenue from
the north leg of Dakota Street to Naumkeag Street and direct staff to implement the
attached plan to this memo.

Dear Mark,
As you know, Shakopee Public Schools will be reconfiguring its schools in the middle
next year. We are opening Pearson school, 917 Dakota St, as a 6th Grade Center site
next year. To make the transportation of students work as well as possible, we would
like the City of Shakopee's permission to have a bus loading zone on 10th Avenue. We
would only need it in the afternoon after school. The tentative time period would be
between 2:35 and 2:45 PM Monday through Friday. Most of the student drop off in the
morning would happen on Shakopee Avenue.
There may be two issues that would need to be addressed. The first would be the width
of the road. Currently 10th Avenue is a four lane road with a bike path on the north side
of the road. If busses were allowed to park on 10th Avenue, they would be in the bike
path and partially in the traffic lane for that short pick up time. After talking with Mr.
Loney in Public Works, there are different painting solutions which would allow the bus
loading zone on 10th Avenue.
The second issue for this loading zone would be the 3 way stop on 10th at Dakota. Our
busses would start lining up at or near the stop sign and may block the sign for drivers
going west during the loading period. The District plan would be to have our walking
students cross 10th Avenue at the corner of Dakota and 10th and not mid block. This
would be a change from the way we have used it in the past, but would allow us to keep
bus and pedestrian traffic separate. By crossing at the corner, the students can cross to
the sidewalk on the south of 10t" which runs in both directions and be away from the
busses. If we made this change, the stop signs at the mid block crossing could be
removed for the schools purposes.
We understand there may be additional costs to change the traffic pattern. We would be
willing to pay our share of the cost to make the change around our building. If you need
