SUBJECT: Council Workshops

INTRODUCTION:
The City Council is asked to set dates to discuss a number of issues which lend
themselves better to workshop settings.
1. Council "Brainstorming" session - Councilor Clay previously suggested that
an evening be established where the City Council (and I assume department
heads) could sit and talk about issues that never seem to have enough time for
follow-up. This would appear to be best suited to an informal setting;
There was a brief discussion at the November 21st City Council meeting in
terms of what background information or preparation might be needed for
such a meeting. I am interested in hearing a more full discussion of this, but it
would seem that having background information with which to "prep" is
counter to the concept of just having discussion on a variety of issues as they
come up.
In previous years, the Council has had goal setting sessions for that year. We
have not done that the past couple of years, in that the Visioning process
established goals and objectives which are to be updated every two years. It is
possible that the Visioning Goals and Objectives might be used to generate
other topics for the brainstorming session.
The Council is also asked to set workshops to discuss other issues at a separate meeting:
A. The Three Rivers Parks District has requested 30 to 45 minutes in which to
discuss with Council some concept plans (including future phasing) for
improvements to Murphy's Landing. January 23rd would be available for
them.
B. Congregate Dining - One ofthe unresolved discussions coming from the 2007
budget discussion was the future of congregate dining at the current Levee
Drive site. Mark Themig has indicated that Joan Lynch ofthe CAP Agency is
also available on January 23rd.
C. The Historic Preservation Advisory Commission has requested 30 minutes in
which to discuss the City's demolition process, and how the HP AC might be
involved with at least reviewing old or historic structures before they are
demolished.
D. Park and Ride Site Operation Management - Michael Leek has requested 30 to
45 minutes to discuss issues relating to the Park and Ride site on c.R. 18.
E. Fleet Management/GIS Implementation - Bruce Loney has requested time to
talk about fleet management implementation, and to demonstrate GIS as it
relates to City operations. We anticipate an hour for this.
RECOMMENDATION:
I would suggest the following:
Tuesday, January 23rd, with a continuation to Tuesday, February 13th if needed.
A. Three Rivers
B. Congregate Dining
C. Historic Preservation
D. Park and Ride
E. Fleet Management/GIS
This could start at 6:30 or 7:00 pm, depending upon Council preference. It is possible
that this is too much to consider at a single meeting. If so, a second evening date should
also be set.
Tuesday. January 30th:
Brainstorming Session - again, a 6:30 or 7:00 pm start.
RELATIONSHIP TO VISIONING:
These items support several Visioning goals, including:
A. Active and healthy community.
B. High quality oflife.
C. Great place for kids to grow up.
D. Vibrant, resilient and stable.
ACTION REQUIRED:
The Council should discuss and give feedback on the topics and proposed dates.

SUBJECT: Historic Preservation Advisory Commission Workshop

The Historic Preservation Advisory Commission would like to schedule a workshop with
the City Council to discuss the demolition permit process, and the ability for the
Commission to have some input into the issuance of these permits. Specifically, they
would like to be involved in the process when it pertains to structures that are proposed
for demolition that also may comply with the approved guidelines for structures that
could be considered for local or national designation to the National Register of Historic
Places. Factors such as the age of the structure, the rarity of the building type, and
whether it fits the definition of a unique or unusual structure, as well as whether it is
connected with a prominent person and or associated with a historic site. Items that the
Commission would be evaluating in the review of these demolition permits are as
follows:
1. Work with developers to incorporate existing historic structures into the proposed
development.
2. Determine whether the structure could be rehabilitated or renovated.
3. Determine whether it could be moved to a different site.
4. Determine whether there are significant artifacts and materials that could be
salvaged.
5. Document the structure for historical reference.
The Commission asks that you consider scheduling a work session with them before
either your December 5, 2006 or December 19,2006 City Council meeting. If granted,
staff and the Commission will prepare an agenda for the Council's information. Thank
you for your consideration.
