Cox, City Clerk SUBJECT: 2007 Fee Schedule DATE: November 30, 2006 INTRODUCTION The City Council is asked to consider adopting the attached ordinance setting fees for licenses, permits, services, and documents for 2007. BACKGROUND Prior to the end of each year, the City Council adopts a fee schedule by ordinance for the ensuing year. The fee ordinance includes the fees for all licenses and permits issued within the City of Shakopee. Department heads have been asked to re-examine their fees and make appropriate recommendations for adjustments to the City Council. A summary of those recommendations follows. Please note that there are no adjustments proposed in the City Clerk division at this time; In the proposed ordinance, the stricken language is deleted and the underlined language is inserted. The Telecommunications Commission is recommending adjustments and additions for video dubbing fees, page 3. The Engineering Department is recommending adj ustments to their Development and Grading fees, Storm Water and Sanitary Sewer charges and also the grading permit fee, pages 18-22. They are also recommending moving the charges related to assessments and sewer service charges from the Administrative/Finance section to Engineering. Building Department - The SAC charge is being increased from $450/unit to $475/unit, page 9. Other recommended building and plumbing fees and adjustments are noted on pages 4-9. Fire Prevention - additional fees and adjustments being recommended are noted on pages 10-12, including false alarms. The 2007 Fee Schedule November 30, 2006 Page -2- false alarm fee is being removed from the City Code and added to the fee schedule. Finance Department - recommends increasing the monthly sewer service charge by fifty cents (0.50) for both metered and unmetered residential water accounts, and the charge for unmetered residential water accounts from $15.00 to $15.75, page 21; and, increasing the storm water drainage utility fee from $25.55 per REF to $26 . 31 REF (residential equivalent factor) , page 21. Also decreasing the water usage for properties using the Savage Sewer interconnects from $3.00 to $2.93 and increasing other properties from $1.60 to $1.65. Police Department - recommends an hourly rate increase for contracted police services from $52.00 to $60.00 and a fee is being added for vehicle storage at the Police Department of $2.00 per day, with a maximum of $500, see pages 12-13. The false alarm fee is being removed from the City Code and added to the fee schedule. Public Works - there are no changes recommended for 2007. Planning Department - recommended adjustments and changes that are noted on pages 14-17. Park and Recreation - see attached memo from the Recreation and Facilities Director. Changes to the fees for programs and facilities are noted on pages 23-28. ALTERNATIVES l. Adopt fee ordinance as proposed. 2. Amend fee ordinance as drafted. 3. Table for additional information. I:\clerk\judy\Fees-200S CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator A, From: Mark Themig, Parks, Recreation, and Facilities Director Meeting Date: December 5, 2007 Subject: 2007 Fees and Charges INTRODUCTION This agenda item proposes fees and charges for recreation services in 2007, as well as the 2007 park dedication fee amounts. The Parks and Recreation Advisory Board reviewed the proposed fees at their October and November meetings and recommended the fees to Council as proposed. BACKGROUND AND DISCUSSION Service Fees and Charges The attached list outlines our proposed fees and charges for 2007. Most fee increases were deferred for 2006 in anticipation of completing the cost of service and fee study. Since the city development fee study that would provide the information for the recreation service fee study was not complete until this fall, we did not begin that study, and therefore, did not implement any fee increases in 2006. The proposed fees for 2007 suggest increases for most services. The increases are based on the City's increased costs for providing the service (utilities, staff salaries, etc.), as well as an evaluation of costs for similar services at other cities (ice rental, aquatic park admission, etc.). In general, we know that our fees do not cover our direct costs. What we don't know is what the effect factoring in overhead (finance, payroll, city administration, etc.) would have on total costs for services. The fee study will provide this information. Once we have total cost information, the Advisory Board and City Council can make educated decisions on what level of cost recovery the City should require in providing park and recreation services. Park Dedication Fees The City's park dedication fees are based on land values. The land values are used in a formula that was created in 1998 to determine park dedication fees. (The formula will be reviewed as part of next year's comprehensive park plan update.) Starting in 2006, we solicited a professional review of land values to ensure we are making correct estimates. Patchin Messner and Dodd completed the land value analysis that was used for 2006 fees, and provided an update that would allow us to establishi 2007 fees (attached). In the updated analysis, Patchin Messner and Dodd comments that in discussion with market participants, land values have likely been stable over the past year. Due to the relative slowdown of development, there are less sales available for comparison this year. In addition, not all of the sales are appropriate for this analysis. Specifically, sales No.3 and 4 involve purchase agreements that were signed prior to 2006, sale No 2. was "discounted", sale NO.5 is far beyond the urban service area that is used to determine average land values, and sale No.6 is guided for multi- family/commercial. This leaves us with sale No.1 ($133,456/acre), which although isn't specifically near Shakopee urban services, it is close to the urban service line for Prior Lake. With this analysis in mind, we are recommending that the average land value used in 2006 ($133,560), be used again to establish the 2007 fee. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Shakopee, Minnesota, that the Fee Schedule dated January 1, 2007, a copy of which is on file in the office of the City Clerk, is hereby approved and adopted in its entirety. BE IT FURTHER RESOLVED, that the Fee Schedule shall become effective on January 1, 2007, unless indicated otherwise therein, and Ordinance Numbers 743, 748 and 767 and all other ordinances and resolutions inconsistent herewith shall be repealed effective January 1, 2007.
