SUBJECT: Cost of Living Adjustments for 2007

Introduction
The Council is asked to adopt the attached resolution, providing a 3 percent cost of living
adjustment for the City's full-time non-contract employees and some part-time employees,
effective January 1, 2007.
Background
The 2007 budget includes funding for a 3 percent cost ofliving adjustment for non-contract
employees listed on the City's full-time pay plan. This impacts approximately half of the City's
full-time workforce ~d includes a few part-time employees such as Community Service
Officers, the Communications Coordinator and City Hall Receptionist. This action does not
impact part-time employees such as those that work at the Community Center or in seasonal
Public Works positions. The pay plan for these positions is being reviewed separately and will
be brought to the City Council with any necessary recommendations at a later date.
The City has already signed contracts in place with the Public Works and Police Patrol unions,
which provide 3 percent salary increases for those employees for 2007. Contract negotiations
are currently underway for the Sergeants Union.
Also included in this action, are the salaries for Mayor and City Council. These amounts are
unchanged from 2006, and do not reflect a 3 percent cost ofliving increase.
Budget Impact
Funding for a 3% increase in wages for employees in the positions listed on the attached pay
plan was included in the proposed 2007 operating budget for each department.
Relationship to Vision
The proposed cost of living adjustments are needed to keep the City's pay plan competitive with
the market place. A competitive pay plan allows the City to attract and retain qualified
individuals and contributes to Goal D, a vibrant, resilient and stable City.
Requested Action: Ifthe Council concurs, it should offer Resolution No. 6543, A
RESOLUTION ADOPTING THE 2007 PAY SCHEDULES FOR THE ELECTED OFFICIALS
AND CERTAIN NON-UNION EMPLOYEES OF THE CITY OFSHAKOPEE, and move its
adoption.

A RESOLUTION ADOPTING THE 2007 PAY PLAN FOR THE ELECTED OFFICIALS
AND CERTAIN NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City
Treasury from and after January 1, 2007 payable to the duly elected officials and appointed non-
union employees of the City of Shakopee, in accordance with the attached 2007 Pay Plan, with
an effective date of January 1,2006.
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are
hereby repealed and terminated effective January 1, 2007.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this 5th day of December, 2006.
