Michael Leek, Community Development Director SUBJECT: Request for Proposal (RFP) for Economic Development Services MEETING DATE: November 21, 2006 INTRODUCTION: The EDA is asked to approve the attached RFP for economic development services. If approved, the RFP will be distributed during the week of November 20th. Because the approach contained in the RFP is a more project-oriented one, staff does not expect that it will require that the advisory EDAC meet on a regular monthly basis. Instead, it appears to staff that it would be sufficient for the EDAC to be convened on an "as needed" basis, i.e. when specific projects require their review and recommendation to the EDA. The EDA is asked to provide staff with direction as to whether convening the EDAC on an as needed basis is appropriate. ALTERNATIVES: 1. Offer and approve a motion authorizing the appropriate City officials to distribute the attached RFP for economic development services as presented or with revisions, and provide staff with direction regarding the meeting schedule of the EDAC. 2. Do not authorize distribution of the attached RFP 3. Table the matter for additional information. REQUEST FOR PROPOSAL For A. Consulting Economic Development Services Prepared by: City of Shakopee Community Development Department Shakopee, MN November 2006 DRAFT 11. GENERAL DESCRIPTION OF SERVICES I The City of Shakopee seeks economic development consulting services to implement the following projects and tasks. A single ftrm or qualifted individual may elect to submit a proposal for either or both projects. Project #1: Actively market vacant business park and industrial lands and buildings within the City. Associated Tasks: 1. Maintaining current contact with commercial and industrial real estate brokers and developers who are active in the City; 2. Develop and maintain a listing of vacant business park and industrial properties and buildings within the City; 3. Meet with prospective businesses interested in occupying available land and buildings within the City, as requested by the City and or broker; 4. Assist in researching, preparing and presenting economic development incentive packages and other recruiting information to prospective businesses. 5. Prepare written reports for the Shakopee Economic Development Authority (EDA) and Economic Development Advisory Committee (EDAC) as needed relative to the above tasks. Attend meetings, present information and answer questions posed by the EDA and EDAC as need to complete the above tasks. Project #2: Develop professional economic development marketing materials for the City, and a plan for distribution of the materials to the appropriate audiences. Associated Tasks: 1. Compile samples of economic development marketing materials utilized by similarly situated Minnesota cities. 2. Gather input from relevant stakeholders, including City staff and officials, and commercial and industrial real estate brokers and developers active in the southwest metro market; as to the appropriate content and format for Shakopee's marketing materials. 3. Research, compile and organize information into a comprehensive and professional packet of marketing materials for use in attracting businesses to Shakopee. 4. Develop a plan for distribution and regular updating of marketing materials. 5. Prepare written reports for the Shakopee Economic Development Authority (EDA) and Economic Development Advisory Committee (EDAC) as needed relative to the above tasks. PROPOSAL CONTENTS AND SUBMITTALS I Proposal shall contain the followine: 1. Executive summary or letter describing the services to be provided as the consultant understands them. 2. Itemized list of tasks to be performed with personnel to be assigned. 3., An overview of recent work in the field that demonstrates successful completion of work similar to that being sought by the City. 4. References from three (3) current or previous clients/employees for whom similar economic development work was performed. Preference will be given to those who can demonstrate public sector experience. 5. Schedule of hourly and other charges for aforementioned services. DRAFT I TIME SCHEDULE I 1.
