SUBJECT: Ordering Feasibility Report for 2007 Bituminous Overlay Project

INTRODUCTION:
Attached is Resolution No. 6534, which orders the feasibility report to be prepared for the
bituminous overlay of lih Avenue, from approximately 300 feet east of CSAH 83 to
Valley Park Drive; and Valley Park Drive, from lih Avenue to the railroad tracks.
BACKGROUND:
Staffhas completed the review of the proposed 2007-2011 Capital hnprovement Program
which includes a street preservation project on lih Avenue and Valley Park Drive.
These streets have deteriorated and are candidates for a bituminous overlay, which would
extend the life expectancy of the streets.
Attached is a map showing the proposed study area for the 2007 Bituminous Overlay
Project. In the feasibility report, staff will investigate street rehabilitation along with
utility repairs.
ALTERNATIVES:
1. Adopt Resolution No. 6534.
2. Deny Resolution No. 6534.
3. Table for additional information.

RECOMMENDATION:
Staff recommends Alternative No.1, so that the proposed bituminous overlay project
feasibility study can be initiated for possible construction.
ACTION REQUESTED:
Offer Resolution No. 6534, A Resolution Ordering a Feasibility Report for the 2007
Bituminous Overlay Project and move its adoption.

A Resolution Ordering The Preparation Of A
Report For Improvements To
12th A venue, From Approximately 300 Feet East Of CSAH 83
To Valley Park Drive; And Valley Park Drive,
From 12th Avenue To The Railroad Tracks
WHEREAS, it is proposed to improve 12th Avenue, from approximately 300 feet east of
CSAH 83 to Valley Park Drive; and Valley Park Drive, from lih A venue to the railroad tracks by
reconstruction of bituminous paving and all appurtenant work and to assess the benefited property
for all or a portion ofthe cost of the improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY .COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible andas to whether it should best be made as proposed or in connection with
some other improveme;nt, and the estimated. cost of the improvement as recommended.

Justification:
Continued maintenance of the City's Pavement Preservation Program.
Other Comments:
Intersection of Valley Industrial Blvd. South and Valley Park Drive needs to be
widened to handle semi-truck trailer turning movements. Traffic improvements
may be needed at the intersection of Valley Park Drive and 12th Avenue.
