/3. ftl;L I CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: 2006 Traffic Studies for Various Intersections in the City of Shakopee DATE: November 8, 2006 INTRODUCTION: The City Engineering Department annually conducts several traffic studies throughout the summer months for stop sign warrants. Attached to this memo is a traffic study and staff's recommendation. BACKGROUND: Throughout the year staff has received requests for traffic sign studies from residents, Council and staff. Attached is the traffic study report on various intersections in the City and are as follows: . Traffic Study #1 - 11 th Avenue & Harrison Street . Traffic Study #2 - 12th Avenue & Valley Industrial Boulevard . Traffic Study #3 - Windsor Drive & Whitehall Road . Traffic Study #4 - Market Street & Shakopee Avenue The City of Shakopee has prepared a Signing Plan (Adopted in 1998) to address the signage in the City and policies for traffic control signage. Per City Code, the installation and removal of any traffic regulatory signs must be authorized by the City Council. Study areas were investigated for stop sign control and speed limit signage. I Study No.1-11th Avenue & Harrison Street I This intersection was petitioned for a four-way stop condition and Staff did study the intersection for a four-way stop sign. From the analysis, this intersection does not meet warrants for stop signs and thus no change in signage is recommended. This intersection did not meet any of the five warrant criteria established for an all way stop. Current policy is for an intersection to meet three out of five criteria. I Study No.2-12th Avenue & Valley Park Drive I Staff received an inquiry about the proper speed and associated signage on these roads. The traffic analysis does indicate that the 85th percentile speed is higher than 30 m.p.h. which is the posted speed limit for these roads. The result of the study is to place additional 30 m.p.h. speed limit signs for consistency of Valley Park Drive to lih Avenue. At this time, staff is recommending additional signage of 30 m.p.h. speed limit signs on Valley Park Drive. The study does indicate a higher posted speed limit in this area may be warranted. A speed study by MnlDOT would need to be done, per State Statutes. Council should provide direction to staff on whether to ask MnlDOT for a speed study. I Study No.3 - Windsor Drive & Whitehall Road I This intersection was requested by the Southbridge Home Owner's Association and their representative was Gary Dose. The analysis indicates that this intersection does meet the warrants for a two-way stop condition. The warrants are met for traffic volume and pedestrian crossing as this intersection is a major walking route for Red Oaks Elementary. Another note is that the opening of Pike Lake Road to the Southbridge area may reduce traffic volumes in the future. I Study No.4 - Market Street & Shakopee Avenue I This intersection is currently a two-way stop on Market Street with a petition for a four- way stop condition. The analysis indicates that a four-way stop is not warranted. The main complaint has been the dip in Shakopee A venue roadway and young adults can jump in the intersection. Removal of the dip in the street pavement may be eliminated in a future street reconstruction project. Additional police enforcement in the afternoon hours may be necessary to reduce and monitor speeding through the intersection. ALTERNATIVES: 1. Direct staff to install additional speed limit signs at the intersection in Study Area No.2 and not to install stop signs to the intersections in Study Areas No.1, No.3 and No.4, as recommended by the report. 2. Direct staffto install stop signs and speed limit signs in Study Areas No.1, No.2 and No.3, as determined by the City Council. 3. Provide staff direction on whether or not a speed study should be done by MnlDOT for lih Avenue and Valley Park Drive. 4. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. 1. However, Council does have the discretion to review the intersections and provide direction to staff as to traffic control signage. Council should provide direction on a speed study for lih Avenue and Valley Park Drive. ACTION REQUESTED: 1. Approve a motion to accept the report for the traffic studies in 2006, and accept the recommendations as included in the report. 2. A stop sign is warranted if three of the following five conditions exist: (Conditions are from the Shakopee Signing Manual, October 26, 1998) 1.) If the major street traffic volume is more than 1500 vehicles per day and the minor street traffic volume is greater than 750 vehicles per day. Harrison Street has an ADT of307 and 11th Avenue has an ADT of 436. This intersection does not meet the traffic volume requirement. 2.) There has been more than two reported accidents, per year in the previous two years or, three reported accidents in the previous years of a type correctable with stop sign installation. The intersection of Harrison Street & 11th A venue had zero (0) reported accidents in 2004 and zero (0) reported accidents in 2005. The intersection does not meet the accident requirement. 3.) If the pedestrian volumes crossing any approach is more than 15 pedestrians per hour during the A.M. and P.M. peak traffic hours. The intersection of Harrison Street & 11 th A venue does not meet the pedestrian volume requirement. However it was observed during placement and removal of the traffic counters that children do approach the intersection. 4.) If the safe stopping distance on the uncontrolled approach is restricted by less than 300 feet by horizontal and/or vertical roadway alignment or by other permanent obstructions. Sight distance is not a concern at this intersection. The intersection does not meet the sight distance requirement. 5.) If the 85th percentile speed in the intersection is greater than 35mph and highest reported speed with two or more observations greater than 45mph. The speed atthis intersection was fOllild to have an 85th percentile speed of28 mph. There were eight (8) reported speeds greater than 45 mph. City of Shakopee Memorandum TO: Bruce Loney, Public Works Director FROM: Dale Gade, Graduate Engineer SUBJECT: Speed Limit Signs - Valley Park Drive & 12th Avenue DATE: November 8, 2006 The City of Shakopee's Engineering Department received a request to alter the current signage along 12th A venue and Valley Park Drive. In that request the appli~ant wished to see either of the following options implemented: 1. Increase the current posted speed limit to 45 or 50 mph. 2. Move the current signage closer to TH 101 so that traffic entering Valley Park Drive is aware of the posted speed. 3. Remove all posted speed limits if the roadway was to remain 30mph as he felt they were redundant. After conducting a preliminary speed study this summer along Valley Park Drive it was observed that the average speed at four locations was 30 mph, 29 mph, 38 mph, & 21 mph. The 85th percentile speed, which is one criterion used in determining speed, at these locations was observed at 38 mph, 42 mph, 45 mph, & 30 mph. It was also noted during the placement of the traffic counters that there are only 2 speed limit signs along V alley Park Drive while there currently exists 5 along 12th Avenue. In order to maintain consistency with what is signed in the industrial park it is recommended to place additional speed limit signs along Valley Park Drive at the locations shown. (See attached) While these signs are not required by state law it would alert motorists to the change in speed from TH 101. Recommendation Engineering staff recommends installing 3 addition "30MPH Speed Limit" signs at the locations shown. A stop sign is warranted ifthree ofthe following five conditions exist: (Conditions are from the Shakopee Signing Manual, October 26, 1998) 1.) If the major street traffic volume is more than 1500 vehicles per day and the minor street traffic volume is greater than 750 vehicles per day. Market Street has an ADT of 646 and Shakopee A venue has an ADT of 769. This intersection does not meet the traffic volume requirement. 2.) There has been more than two reported accidents, per year in the previous two years or, three reported accidents in the previous years of a type correctable with stop sign installation. The intersection of Market Street & Shakopee Avenue had zero (0) reported accidents in 2004 and zero (0) reported accidents in 2005. The intersection does not meet the accident requirement. 3.) If the pedestrian volumes crossing any approach is more than 15 pedestrians per hour during the A.M. and P.M. peak traffic hours. The intersection of Market Street & Shakopee A venue does not meet the pedestrian volume requirement. 4.) If the safe stopping distance on the uncontrolled approach is restricted by less than 300 feet by horizontal and/or vertical roadway alignment or by other permanent obstructions. Sight distance is not a concern at this intersection. The intersection does not meet the sight distance requirement. 5.) If the 85th percentile speed in thejntersection is greater than 3Smph and highest reported speed with two or more observations greater than 4Smph. The speed at this intersection was found to have an 85th percentile speed of 34 mph on the west leg ofthe intersection and it should be noted that there were twenty-three (23) reported speeds greater than 45 mph. The intersection does not meet the speed requirement. Further enforcement by the Shakopee Police Department may be required to coincide with the peak PM hour when majority ofthe speeding occurs. Note: A two way stop condition currently exists on Market Street. This intersection was studied in 2001 and did not meet warrants then either.
