Review of Draft Scott County 2007-2016 Transportation Improvement Program J 3. f}, L CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Review of Draft Scott County 2007-2016 Transportation Improvement Program DATE: November 8, 2006 INTRODUCTION: Attached to this memo is a Draft Scott County 2007-2016 Transportation Improvement Program (TIP) for the City to review and comment on before consideration by the County Board. BACKGROUND: Scott County Highway Department prepares a TIP every year similar to the City's Capital Improvement Program. Earlier in the. process, Scott County asked for Community requests for consideration into the 2007-2016 draft. "- Attached to the Draft 2007-2016 TIP is a list of Community requests and County response to those requests. The purpose of this item is to review the County's Draft 2007-2016 TIP and provide comments to the County. ill review of the County's TIP, staff would have the following comments: 1. CSAH 101, from T.H. 169 (west) to T.H. 169 (east), is programmed for improvements from 2007 to 2013 with the County using available State tumback funds. For 2007, pedestrian crossing improvements by First Avenue and replacement of the bridge over the Mill Pond are included. The segment of C.R. 101, from Spencer Street to CSAH 17, is shown in 2013 with the County wanting the City to provide input on the future "vision" of the roadway. 2~ CSAH 21 is programmed for improvements from CSAH 16 to CSAH 18.in 2008 and from CSAH 42 to CSAH 16 in 2010, pending a Decision of Adequacy on the Final EIS of CSAH 21. 3. CSAH 17 improvements for St. Francis Avenue to CSAH 42 has been moved back to 2013. Also a major study on the CSAH 17 corridor, from CSAH 101 to , T.H. 19, is proposed to be done in 2007 to determine the necessary improvements and future classification of CSAH 17. 4. CSAH 15, from T.H. 169 to 17th Avenue improvements is shown in 2014. However, this improvement could be moved up if an assessment project is done by the City and for commercial developments adjacent to this segment. 5. CSAH 16, from CSAH 83 to CSAH 21 improvements, did not make the 2007- 2016 TIP based on current values. The County states they would monitor this segment and potential funding may be available in 2015/2016. 6. Traffic signals are included in a lump sum amount in the TIP to accommodate signal locations that meet warrants. Example would be C.R. 79 & 17th Avenue signal in 2007, prior to the opening of a new high school. Staff will review the Draft 2007-2016 TIP with Council and County staff will be available to answer questions. Council can provide staff comments to send to the County Board prior to the County Board's consideration of adopting the 2007-2016 TIP. ALTERNATIVES: 1. Review the Draft 2007-2016 Scott County TIP and provide comments for. staff to submit to the County. 2. Table for additional information. RECOMMENDATION~ The Council should provide comments as to the schedule of improvements for C.R. 101, CSAH 21, CSAH 17 in the.City of Shako pee. These comments need to be submitted by November 10, 2006 prior to the County Board's consideration of adoption of the 2007- 2016 TIP. In reviewing this document, you will notice a few changes. These changes include updated cost estimates, adjustment of construction years, and moving from a 7-year program to a lO-year program to accommodate funding constraints. Please review this draft and provide any comments to us by November 3, 2006. The final TIP will be presented to the County Board for consideration and approval at a Board meeting in late November/early December. Also enclosed is a listing of the community requests and staff recommendations that were presented to the Board. The department works with cities, townships, adjacent counties, Mn/DOT, and Metropolitan Council to develop and maintain the county's highway infrastructure. Scott County Strategic Initiatives Scott County Board of Commissioners adopted five Strategic Initiatives in September 2004. These strategic initiatives are direction provided by the Board to all County Departments in establishing priorities. The Scott County Highway Department helps meet these strategic initiatives by: . Create Safe/ Healthy and Livable Communities ~ developing the Transportation Improvement Program ~ maintaining the highway system ~ managing safety improvements . Develop Strong Public Partnerships and an Active and Informed Population ~ working with other city staff and officials, township officials, and other county staff and officials ~ developing newsletters ~ hosting open houses ~ creating project advisory committees . The Transportation Plan includes the following goals to carry out this commitment: 1. To PRESERVE the existing transportation infrastructure, in order to protect the significant investment already made, and reduce unnecessary premature costs of replacing of existing facilities. 2. To MANAGE the existing transportation system to maximize safety and efficiency. 3. To IMPROVE and EXPAND the existing transportation system as necessary to meet current and future transportation needs. 4. To explore AL TERNA TIVE MODES OF TRANSPORTA TION based on the needs of those who live, work, and travel in Scott County. 5. To provide TRANSPOR TA TION PLANNING that results in a local transportation system that will safely serve the needs of current and future residents and businesses, support the County's development plans, and compliment the regional transportation system. Programming Strategies Projects included in the Transportation Improvement Program (TIP) implement needs identified in the Scott County Transportation Plan. The plan also includes policies to guide the development of the Scott County Transportation System. The 2005-2012 TIP is organized by preservation, management, and expansion projects. TIP presentation and County Board Adoption 2006 Highlighted Projects Preservation Projects Bridge Replacements - The bridges listed, identified as deficient, are programmed for replacement_ These structures are generally a large box culvert that meet the State's definition of a bridge, and are eligible for replacement using State Bridge Bonding funds_ Generally, the projects wait for funding availability unless the bridge is in such critical condition that it poses a danger. Management Pro jects CSAH 42 - Backage roads - This project is a direct result of the CSAH 42 Corridor Study. It will improve operation by reducing congestions and providing safer access. Expansion Pro jects Future CSAH 5/Kittson Blvd - This project is consistent with the MOU executed by the City and the County. The north-end of the project will construct a 4-lane divided roadway and will be a County led project_ The south-end will construct a 2-lane divided roadway and will be a City led project. CSAH 16 (17th Ave) at CSAH 83 - This is a City-led project that is being driven by development. This project completes arterial connection from CSAH 15 to Dakota County. CSAH 82 - This project will upgrade CSAH 82 to a four-lane divided roadway, which will increase the safety and capacity of this road.
