Assessment Hearing for 2006 Reconstruction and Tahpah Park Improvements Project No. 2006-2 7.C j CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Assessment Hearing for 2006 Reconstruction and Tahpah Park Improvements, Project No. 2006-2 DATE: November 8, 2006 INTRODUCTION: Attached is Resolution No. 6524, a resolution which adopts the assessment for the above referenced proj ect. BACKGROUND: This project has essentially been completed and all project costs identified. The final project cost is $2,543,370.16, which consists of construction costs, financing costs and engineering/administration costs. A breakdown ofthe project costs are as follows: Description Amount Assessments $ 574,632.34 (capped at $6,000) City (State Aid) $ 401,134.30 City (Storm Sewer) $ 202,952.80 City (Tax Levy) $ 801,121.27 City (Sanitary Sewer) $ 205,035.01 SPUC $ 358,494.44 TOTAL $2,543,370.16 City policy is to assess 25% of the project costs for street reconstruction to the benefiting properties. Street improvements were assessed on a front foot basis. Sanitary sewer service replacement was assessed 100% to the benefiting properties. i\ssessrnents for residential properties were capped at $6,000.00 per lot. Attached to this memo, is the assessment roll for Council consideration and adoption, and a map of the project area. A presentation of the final costs and assessments will be made at the Council meeting. ALTERNATIVES: 1. Adopt Resolution No. 6524. 2. Deny Resolution No. 6524. 3. Table Resolution No. 6524 for specific reasons. RECOMMENDATION: Staff recommends Alternative No.1. ACTION REQUESTED: Offer Resolution No. 6524, A Resolution Adopting Assessments for the 2006 Street Reconstruction and Tahpah Park Improvements, Project No. 2006-2 and move it adoption. w+ ~ Jeff Weyandt Assistant City Engineer r JW/pmp ENGR/2006PROJECT/2006RECON/WORD/MEM6524 . c:_ RESOLUTION NO. 6524 A Resolution Adopting Assessments For The 2006 Street Reconstruction And Tahpah Park Improvements ProjectNo~ 2006-2 WHEREAS, pursuant to proper notice duly given as required by law, the City Council of the City of Shako pee met and heard and passed upon all objections to the proposed assessments of: . 4th A venue, from Scott Street to Cass Street . 5th A venue, from Scott Street to Webster Street . 6th A venue, from Scott Street to Webster Street . Webster Street, from 5th Avenue to 6th Avenue . Cass Street, from 4th Avenue to 6th Avenue . Clay Street, from 4th Avenue to 6th Avenue . Pierce Street, from 4th Avenue to 6th Avenue NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. That such proposed assessment together with any amendments thereof, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall," constitute the special assessment against the lands named herein and each tract therein included is hereby found to be benefitted by the proposed improvements in the amount ofthe assessments levied against it. 2. Such assessments shall be payable in equal annual installments extending over a period of ten years, the first installment to be payable on or before the fIrst Monday in January, 2007, and shall bear interest at the rate of 5.75 percent per annum from the date of the adoption of this assessment resolution. To the first installment shall be added the interest on the entire assessment from the date of this resolution until December 31,2007 and to each subsequent installment when due shall be added the interest for one year on all unpaid installments. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the City Treasurer, except that no interest shall be charged if the entire assessment is paid within thirty (30) days from the adoption of this resolution; the owner may thereafter pay to the County Treasurer the installment and interest in process' of collection on ~ the current tax list, and may pay the remaining principal balance of the assessment to the City Treasurer. 4. The Clerk shall file the assessment rolls pertaining to this assessment in her office and shall certify annually to the County Auditor on or before November 30th of each year the total amount of installments and interest on assessments on each parcel of land which are to become due in the following year.
