SUBJECT: Authorization to Hire One Police Officer - Mark Dominiak

INTRODUCTION:
The Police Department is requesting Council approval to hire Mark Dominiak as a probationary
police officer.
BACKGROUND:
The City Council authorized 46 sworn positions in the 2006 Police Department budget. This is
consistent with the Department's workload analysis and staffing ratio of 1.5 officers per 1,000
residents. If the Council authorizes the police officer hiring earlier on this agenda, there will be
one vacancy in the Department.
The Police Civil Service Commission conducted the necessary testing that created the Police
Officer eligible register. The following names are the top candidates currently listed, in
alphabetical order, on the eligible register established by the Police Civil Service Commission.

. Sean Lee
Minnesota StateStatute Chapter 419 requires the Police Civil Service Commission to submit the
top three names listed on the eligible register to the Appointing Authority (City Council), to fill
any vacancy. Staff recommends that Mark Dominiak be hired at Step 1 of the current police
officer labor contract.
VISIONING RELATIONSHIP
Keeping theShakopee Police Department fully staffed with qualified individuals helps support
Goal B - a high quality of life for residents of Shakopee.
RECOMMENDATION:
Staff recommends that the City Council authorize hiring Mark Dominiak as a probationary
police officer, at Step 1 of the current labor contract ($3,708.51 per month), contingent upon
successful completion of the City's required pre-employment physical, drug-test and
psychological testing for police officers.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of probationary police
officer Mark Dominiak at Step 1 of the current labor contract contingent upon successful
completion of the required pre-employment screening.
