SUBJECT: Authorization to Hire One Police Officer - Timothy Baker

INTRODUCTION:
The Police Department is requesting Council approval to hire Timothy Baker as a probationary
police officer.
BACKGROUND:
The City Council authorized 46 sworn positions in the 2006 Police Department budget. This is
consistent with the Department's workload analysis and staffing ratio of 1.5 officers per 1,000
residents. As of today there are two vacant police officer positions.
The Police Civil Service Commission conducted the necessary testing that created the Police
Officer eligible register. The following names are the top candidates currently listed, in
alphabetical order, on the eligible register established by the Police Civil Service Commission.

. Mark Dominiak
Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to submit the
top three names listed on the eligible register to the Appointing Authority (City Council), to fill
any vacancy. Staff recommends that Timothy Baker be hired at Step. 1 of the current police
officer labor contract. Mr. Baker has served as a Community Service Officer with the City of
Shakopee since August of2003.
VISIONING RELATIONSHIP
Keeping the Shakopee Police Department fully staffed with qualified individuals helps support
Goal B - a high quality of life for residents of Shakopee.
RECOMMENDATION:
Staff recommends that the City Council authorize hiring Timothy Baker as a probationary police
officer, at Step 1 ofthe current labor contract ($3,708.51 permonth). As a current employee,
Mr. Baker has already completed the City's required pre-employment screenings and would not
need to do so again.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of probationary police
officer Timothy Baker at Step 1 of the current labor contract.
