Subject: Schematic Design for 2007 Park Projects
INTRODUCTION
This agenda item seeks authorization for City staff to begin the schematic design
process for select 2007 park projects.
DISCUSSION
As you may recall, the 2007 CIP identifies the following park projects:

At t,his time, we are requesting authorization to begin the schematic design process for
the ProvidencelWestchester Park Development, Southbridge Area Park and Trail
Development, and the South bridge/Dean Lake Trail projects. Due to our neighborhood
design process, each of these projects will take several months to design, so starting
now will help to ensure we are out to bid in the spring.
By working with the neighborhoods, the schematic design process will provide a general
site plan and determine more accurate costs - a process similar to a feasibility study that
is used for assessed projects. If Council approves the schematic design and if cost
appear in line with available funding, Council would direct development of plans and
specifications.
I do need to note that the Southbridge Area Park and Trail Development CIP sheet
includes possible development on MNDOT Parcel 75. In a conversation with MNDOT
staff on 10/31/06, it appears that MNDOT has not determined the future of the parcel,
although they acknowledged receiving our request for conveying the parcel to the City,
recognized that they need to convey the right-of-way for South bridge Parkway to the
City, and may also consider conveying the area south of South bridge Parkway. (More
discussions with MNDOT staff are pending.) With this in mind, we would only focus on
the active park development ("Park on South bridge Parkway") identified on the attached
CIP sheet, and would defer all work on the rest of the parcel until the status of the
remainder of the parcel is known.
Each of these projects would be designed and inspected primarily with City staffs. It is
anticipated that consultants would only be needed for surveying, construction staking,
electrical/utility design (when needed), and possibly some of the SouthbridgelDean Lake
trail bridge design. I have met with Mr. Loney and Mr. Weyandt to discuss if Engineering
can assist us with these projects, and it appears that Engineering is able to do the
design and construction administration work for the Dean Lake/Southbridge Area trails,
as well as the parking lot for the Westchester/Providence Point Park.
In order to do the design over the winter, we will also need to get survey information
now. In authorizing the schematic design for these projects, we are requesting
authorization to have the project areas surveyed. Staff would solicit proposals for this
work and appropriate city officials would execute agreements that would allow for this
work.
Finally, by authorizing schematic design, you are not committing to constructing any of
the projects. During the design process, we will be able to monitor park dedication
funding levels and provide updated information to City Council prior to the Council
authorizing the development of plans and specifications for each project.
REQUESTED ACTION
If City Council concurs, move to authorize schematic design and agreements for site
surveying for the Westchester/Providence Point Park, South bridge Area Park and Trail
Development, and the South bridge/Dean Lakes trail construction.

Descriotion
This project would develop the park that will serve both Providence Point and Westchester developments. The
park is approximately 12 acres.
Park Construction: Play equipment $75,000, 2-240' Ball fields $160,000, Ball field irrigation $30,000,
1 combined hockey/BB rink w light $180,000 Lighting $30,000, Planting, $20,000, earthwork

Engineering/Admin: Design and construction administration of park development (25% of total project
costs, which includes additional costs for design of building staking, testing, etc.) (Park Reserve)
Justification
This provides for development of a park in the Providence Point and Westchester developments, (also serving
ACC development) which is estimated to be built out by 2006.
Other Comments
Actual park amenities would be determined in planning process with residents. This park will likely serve as a
location for organized activities such as youth sports.

Justification
In 2001, the City worked with residents to prepare a master plan for the Southbridge area. The improvements identified in
this project are a portion of the overall master plan
Other Comments
Estimated cost for total development of the system based on the master plan is $3 million (2001).

DescriDtion
This project would construct a trail in the Dean Lake area to connect with trail being constructed as part of the
west Dean Lake developments.
Construction: $198,700 (Park Reserve)
Paved trail from Wakefield to the west side of Dean Lake. Trail would be bituminous with a bridge
to cross the outlet channel.
Trail Construction at $30/LF for 2800 feet=$84,OOO
Bridge 10' wide by 20' long+ bridge footings 20,000=$135,500
Engineering/Admin: Design and engineering, (5% of project cost) (Park Reserve).
Justification
Identified in South bridge Master Plan. Trail through Dean Lakes Development is constructed and dead ends
at city property. This would provide trail connections to Southbridge.
Other Comments
Work would be conducted after planned Dean Lake outlet channel control structure is installed.
