SUBJECT: Application for Downtown Fayade Improvement Program

INTRODUCTION
The EDA is asked to consider an application for funding from the Downtown Fayade
Improvement Program.
BACKGROUND
The EDA currently has $25,000 in a Downtown Fayade Improvement Program fund. An
application was recently submitted by Bill Wermerskirchen, owner of Bill's Toggery, for
funding assistant related to a new sign.
The application review committee, consisting of one representative from each of the following
groups: the Economic Development Advisory Committee, the Shakopee Downtown Partnership
and the Historic Preservation Advisory Commission; met on October 10, with two members in
attendance, to review the request.
The applicant is requesting a $1,885 deferred loan to fund 50 percent of the cost of purchasing
and installing a new sign at his property located at 138 South Lewis Street. A picture ofthe
proposed new sign is attached. The review committee found that the proposed project is an
eligible use of program funds and meets the requirements of the City's adopted Downtown
Design Guidelines.
RECOMMENDATION
The review committee recommends that the EDA approve a deferred loan in the amount of
$1,885 to Bill Wermerskirchen, owner of Bill's Toggery, to fund 50 percent of the costs of a new
sign to be installed at 138 South Lewis St. in Shakopee, contingent upon the applicant meeting
all requirements ofthe City's sign ordinance and receiving a City-issued Sign Permit.
ACTION REQUESTED
Ifit concurs, the EDA is asked to authorize the appropriate staff to enter into an agreement with
the owner of the property at 138 Holmes St. for a deferred loan from the Downtown Fayade
Improvement program to fund 50 percent of the cost of the proposed sign, up to a maximum of
$1,885.
