SUBJECT: Ordering Feasibility Report for 2007 Street Reconstruction Project

INTRODUCTION:
Attached is Resolution No. 6510, which orders the feasibility report to be prepared for the
following streets:
. Main Street, 6th A venue to 10th Avenue
. ih A venue, Spencer Street to Market Street
. 6th A venue, Spencer Street to Main Street
. 8th Avenue, Spencer Street to Market Street
. Dakota Street, 3rd A venue to Milwaukee Road
BACKGROUND:
Staffhas completed the review of the proposed 2007-2011 Capital Improvement Program
which includes street preservation projects on the streets listed above.
The above streets have deteriorated and are candidates for reconstruction.
Attached is a map showing the proposed study area for the 2007 Street Reconstruction
Project. In the feasibility report, staff will investigate street reconstruction along with
utility replacement.
In order to reconstruct these streets during the summer months of the 2007 construction
season, the feasibility report should be authorized at this time.
ISSUES:
With street reconstruction projects, there have been two issues that are unresolved with
Shakopee Public Utilities Commission (SPUC) and are as follows:
1. Assessments for water service lines.
2. Replacement Policy ofwatermain in street reconstructions.
On the first issue, SPUC has discussed the option of assessing water service lines to the
customer similar to the City assessing for sanitary sewer lines. SPUC also has stated
their desire is to be consistent with the City's service lines. City staff has reviewed our
Assessment Policy over the past year and is recommending that the service lines, if
replaced in a street and utility reconstruct project, would not be assessed.
The real "benefit" from a reconstruction project is the street according to appraisers.
Staff would also recommend that the City consider increasing the percentage of street
reconstruction assessment to 30% and also consider a maximum assessment per lot due to
difficulties in proving benefit.
On Issue No.2, SPUC's staff has been working on a policy for when watermain should
be considered for replacement. Current SPUC policy to date, is that much of the
watermain in the 2007 proposed reconstruction area would not be replaced. City staff has
reviewed the sanitary sewer television tapes and has. determined which blocks of sewer
should be replaced. Staff does not believe the sewer main and services can be replaced
effectively with a "live" watermain in place. The difficulty is that the watermain is a
certain age cast iron pipe and removing the soil support will damage the pipe. Also, this
type of construction will add cost to the sanitary sewer reconstruction.
In order to do this project effectively, the watermain should be replaced with the sewer
main. If the watermain is not replaced, staff s opinion is that the proj ect should not go
forward as it is not practical to reconstruct the street section without replacing deficient
utilities. This issue may take a joint SPUC/City Council meeting to resolve. City staff
has been working with SPUC's staff to get a replacement policy for watermain that
would coincide with City sewer main replacement so both utilities are on the same
timeline. SPUC's staffwill be bringing this issue to the Commission at its next meeting.
Staff would need direction from City Council on the assessment issue and utility
replacement on a street reconstruction project as part of preparing the feasibility report.
ALTERNATIVES:
L Adopt Resolution No. 6510.
2. Deny Resolution No. 6510.
3. Authorize the appropriate City official to execute an extension agreement with
WSB & Associates, Inc.
4. Do not authorize the appropriate City officials to execute an extension agreement
with WSB & Associates, Inc.
5. Provide staff direction on assessment questions for street reconstruction projects
and on SPUC watermain replacement policy.
6. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, so that the proposed street reconstruction project
feasibility study can be initiated for possible construction.
ACTION REQUESTED:
1. Offer Resolution No. 6510, A Resolution Ordering a Feasibility Report for the
2007 Street Reconstruction Project and move its adoption.
2. Authorize the appropriate City official to execute an extension agreement with
WSB & Associates, Inc.
3. Provide staff direction on assessment questions for street reconstruction proj ects
and on SPUC watermain replacement policy.

WHEREAS, it is proposed to improve Main Street, from 6th Avenue to 10th Avenue; ih
A venue, from Spencer Street to Market Street; 6th A venue, from Spencer Street to Main Street; 8th
Avenue, Spencer Street to Market Street; and Dakota Street, from 3rd Avenue to Milwaukee Road
by reconstruction of sanitary sewer, watermain, storm sewer, concrete curb & gutter, aggregate,
bituminous paving and all appurtenant work and to assess the benefitted property for all or a portion
ofthe cost ofthe improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.

Dear Mr. Diaz:
According to our Agreement for Professional Services within the City of Shakopee and Section
I-C-2 (Major Projects), this extension agreement is written to provide for preliminary design
surveys and construction surveying services for the above-referenced project.
It is our understanding that this project consists of approximately 7,000 linear feet of street and
utility reconstruction on urban streets in the older sections of the City. The streets slated for
reconstruction are as follows:
. Main Street - From 10th A venue to 5th Avenue
. 8th Avenue - From Spencer Street to Market Street
. 7th Avenue - From Spencer Street to Market Street
. 6th Avenue - From Spencer Street to Main Street
. Dakota Street - From 3rd Avenue to Milwaukee Road (No topographic survey required)
. Intersection of 12th Avenue and Valley Park Drive
. Intersection of Valley Industrial Boulevard South and Valley Park Drive
Our proposal to complete this work is as follows:
I. Preliminary Desb!n Surveys:
A key component of a quality design begins with a thorough, preliminary design survey.
WSB & Associates, Inc. (WSB) prides itself on the fact that our skilled, well trained, and
experienced survey crews can provide a very thorough and detailed topographic survey of the
project area. The City of Shakopee can be assured that all of the survey data needed for a
quality design will be provided by WSB.
The survey control for the project area will be established with our Trimble GPS receivers.
The horizontal datum will be on the Scott County Coordinate System, (NAD 83/86). The
vertical datum will be on the NGVD 29 sea level datum. This is consistent with other survey
projects we have completed for the City.

We will provide a complete topographic survey of the project area extending 10 feet beyond
the existing right-of-way lines. Cross section data would be collected at 50-foot intervals
and, at a minimum, will include the centerline, gutter-line, top of curb, sidewalk, right-of-
way line and extend 10 feet past the right-of-way line, as well as any grade breaks along the
cross-section. Cross-sections will also be taken and all high and low points along these
roadways. All topographic features will be located including, but not limited to, match in
points, manholes, catch-basins, hydrants, valves, curb stops, both sides of all driveways every
10 feet extending 20 feet beyond the right-of-way, trees, light poles, street signs, property
irons to establish existing right-of-way, and other visible private utility company
installations.
Also included will be the inverts and pipe sizes of all sanitary sewer manholes, storm sewer
manholes, and catch;.basins. We will coordinate the boring locations with Instant Testing
Company and perform the Gopher State One Call for the locates on the private underground
utility installations. After the private utility locates have been marked in the field, we will
stake the boring locations and survey the private underground utilities that have been marked
in response to our Gopher State One Call locate request. We will coordinate the location of
all curb stops with Shakopee Public Utilities Commission.
All ofthe survey data will be delivered to you in a comma-delimited ASCII file that will
include the point number, northing, easting, elevation and description of all survey shots
taken in the field.
The survey will be completed and the data delivered to the City, in its entirety, prior to
November 13,2006.
We are proposing to complete this preliminary design survey work on an hourly basis, as
necessary, in accordance with our current fee schedule with a not-to-exceed fee of $7,840.00.
Attached for your reference, please find the spreadsheet outlining specific tasks, hours, and
costs.
II. Construction Stakin2:
WSB will provide the construction staking required for this project on an hourly basis, as
necessary, in accordance with our current fee schedule with a not-to exceed fee of
$25,000.00. Our estimated survey crew rate for 2007 is $160.00/hour for a three-person crew
and $ 135.00/hour for a two-person crew. This includes all costs, including mileage, hubs,
lathe, and final as-built survey data for the City to use in the preparation of the record
drawings.

2007 Street Reconstruction Project

Dear Mr. Diaz:
We are pleased to submit this proposal for geotechnical engineering services for the 2007 street
reconstruction project along Main Street and immediate side streets. This proposal letter presents
our planned scope of work and the associated fees for this project. The purpose of our work would
be to obtain information regarding subsurface conditions, which can be used to develop
geotechnical engineering and construction recommendations.
We have reviewed the map and drove the site to acquaint ourselves to the proposed construction area.
Your request for proposal states that eight (8) ten-foot borings will be taken. As discussed by phone
your personnel will locate the holes in the field and we will coordinate the actual boring locations with
the survey crew that will be obtaining the topographic information. We will obtain soil specimens from
borings by standard penetration method, make detailed field boring logs noting condition and thickness
of any existing pavement, and make proper laboratory tests, analyses and evaluations to base our
recommendations for pavement sub-grade and pavement structure design and construction. Where
borings exhibit non-uniform sub-grade character, additional borings may be recommended to define this
non-uniformity.
The result of our field exploration program, along with boring logs and a boring location diagram
N would be represented in a final geotechnical report. Our engineering analysis and
recommendations would also be presented in our final report. The fees for our field exploration and
engineering analysis are presented in the foUowingtable:

If poor soils are encountered at the proposed drill sites and depths, additional bores or deeper
sampling may be required to develop engineering recommendations. Additional bores or deeper
sampling would be completed at a rate of $16 per foot. If deeper sampling and/or additional borings
are recommended, we will notify you and obtain your authorization, prior to proceeding with this
work. The cost for our services would not exceed the estimated total cost given herein, unless
unanticipated conditions are encountered and your authorization is obtained.
