MEMORANDUM
To: Mayor and City Council
Mark McNeill, City Administrator
From: Mark Themig, Parks, Recreation, and Facilities Director
Meeting Date: September 19. 2006
Subject: Consideration of Waiving Building Permit Fees for Park Buildings
INTRODUCTION
City Council is asked to consider waiving building permit fees for the current park buildings
under construction or being considered.
DISCUSSION
City Council has discussed building permit fees for City projects in the past, and decided to
handle each project on a case-by-case basis. The following is a summary of recent building
activity and fees:
Facility Fees
Joe Schleper Stadium Waived
Library Paid
Police Department Paid
Public Works Paid
Greenfield Park Structure Paid by Contractor
Countryside Park Structures Paid by Contractor
City Council is being asked to consider waiving the building permit and plan review fees for
the three current park buildings (Huber, 17th Avenue Sports Complex, and Aquatic Park). The
estimated fees are as follows:
Huber Park $9.845
Aquatic Park Building $3,250*
17th Avenue Sports Complex $3,250*
*These two buildings fall under the City's new fee schedule as "institutional" buildings. and
the amounts are estimates.
The City would continue to pay the State Surcharge, SPUC Water Access Fee, Met Council
Sewer Access Fee, and SPUC Truck Water Charge (if applicable) for these buildings.
In discussing this request with Michael Leek, it appears that Mr. Leek supports the request
as it is mainly moving money from one fund to anther.
