Change Order-Fire Station Re-Roofing Project CITY OF SHAKOPEE / s: Pi )~ Memorandum COr~SE~JT TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Change Order - Fire Station Roofing Project DATE: March 29, 2004 INTRODUCTION: The Council is asked to approve a Change Order with G & S Roofing in amount of $1,174. This relates to a contract with G & S for the re-roofing of the Downtown Fire Station. BACKGROUND: On December 2, 2003, the City Council awarded a contract to G & S Roofing of Minneapolis, for the re-roofing of Downtown Fire Station. The total amount of the contract was $ 82,589. Generally speaking, the progress has gone well. However, upon removal ofthe old roof decking, there was discovered an area of the metal deck which was too badly rusted to be overlayed with the new roof. G & S went ahead and replaced that portion of the decking, and later submitted a request for a Change Order to cover the cost of that in the amount of $1,174. While normally Change Orders are approved in advance ofthe work being done, it was not in this case. However, Jeff Oertel of Oertel Architects, who is assisting on the project, looked at the request after the fact, and feels that the amount requested in the Change Order is reasonable. RECOMMENDATION: I recommend approval of the Change Order request. BUDGET IMP ACT: The $1,174 would be part of the Capital Improvement Fund which is the source of payment for this project. The Capital IrnprovementFund is sufficient to handle this added amount. ACTION REQUIRED: If the Council concurs, it should, by motion, authorize staffto execute the Change Order for the additional work on the Downtown Fire Station re-roofing project, in favor of G & S Roofing, in the amount of $1,174. Please note the following in regard to the project: 1. I received a fax copy of the Change Order to repair the roof deck at the project last Friday. As you are aware, change orders like thhl need to be reviewed 8.nd approved in advance of the work, and I, nor the City Administrator, were aware of the cost prior to completion of the additional work. Nom!thelesB, the city is willing to process this change order for review by council, provided other conditions noted herein are resolved to the satisfaction of the owner. 2. During the installation, there was a considera.ble roof leak which resulted in damage to a number of the ceilings tiles at the existing conference room. The damaged materials should be replaced by G & S, in my opinion, at no additional cost to the owner. . The contractor was responsible for temporary conditions and night. time cut-off protection during the course of installation. 3. Please make certain that the area of the roof that was the cause of the leak is now fully watertight and secure. 4. Please do arrange for the membrane work to be reviewed by the manufacturer. If the sheet metal work needs to be complete prior to the manufacturer's review, perhaps we can discuss this, I want to make sure that the roof is watertight until the last of the wor 's complete JL
